Position overview
The Midwifery Continuity Program Lead provides strategic and clinical leadership to support the delivery of high-quality, safe, and women-centred care within the Women, Youth & Children Division. Working closely with the midwifery leadership team, the role contributes to change management initiatives that align with divisional goals and promotes collaboration across multidisciplinary teams.
The position maintains a small clinical caseload of up to seven births per year to ensure continued engagement with care delivery. It is responsible for managing staffing, workload, recruitment, and human resource matters within the Continuity programs, ensuring appropriate skill mix and resource allocation. The role also oversees material resources and budget monitoring to support safe and sustainable service delivery.
Accountability for clinical governance, risk management, and continuous improvement is central to the role, ensuring a safe environment and high standards of care. The position supports the CHS workforce strategy through recruitment, staff development, and performance management. It also contributes to the development and evaluation of midwifery policies and standards and fosters a culture of quality improvement and innovation through participation in service planning and research.
Duties
Under limited direction of the Clinical Midwife Manager, you will:
- Provide leadership in and promote a commitment to high quality, safe effective women centred care in collaboration with the midwifery leadership team, to facilitate change management initiatives in achieving the strategic objectives of the Women, Youth & Children Division.
- Take a primary midwifery caseload of no more than 7 births a year.
- Work collaboratively to promote relationships across the multidisciplinary team within the Continuity programs.
- Be accountable and responsible for the management of staff workload, leave management, recruitment, and human resourcing issues including salary and position reports within the Continuity programs to support appropriate staffing, skill-mix and appropriate allocation of available resources.
- Be accountable for material resources to facilitate the delivery of a safe standard of care including the monitoring of budget expenditure, report variances and plan for future development and growth.
- Be accountable for effective clinical governance, risk management and the implementation of continuous improvement to create a safe environment that provides high quality, women centred care.
- Support and implement the CHS workforce strategy, including active involvement of recruitment and retention of staff; oversight of staff training, support, and professional development opportunities through ongoing performance planning; and addressing performance management concerns.
- In collaboration with the midwifery leadership team, develop, implement, and evaluate midwifery policies, guidelines, and standards to build an environment of excellence in midwifery care.
- Support a culture of continuous development and leadership in quality improvement through the collaboration, initiation and participation in quality improvement activities, policy and strategic service plans and research activities.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications and Experience
Essential
- Be registered or be eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA) qualifications.
- Relevant graduate or post graduate qualification in midwifery practice and extensive clinical experience working professionally in midwifery.
- Extensive knowledge of, and ability to apply the Continuity of Midwifery Care model of midwifery practice
- Hold a current driver’s license.
- A minimum of 5 years’ experience working professionally pos studies.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Experience or knowledge of the CHS Exceptional Care Framework, Clinical Governance Framework, Partnering With Consumers Framework and all other related frameworks.
Desirable
- Post graduate qualifications in midwifery, management, health service management, business administration or working towards
- Well-developed, relevant, management experience including conceptual and analytical skills relating to financial, human resource management and reporting.
- Familiarity with hospital information systems and data reporting tools.
- Experience in culturally safe care and working with diverse communities.
- Demonstrated ability to lead change within the organisation
