The Infrastructure and Health Support Services (IHSS) Group is responsible for the infrastructure delivery and maintenance and a diverse array of non-clinical support services with the primary focus of delivering timely patient centric solutions across the CHS organisation.

The Canberra Hospital and off-site facilities contain a myriad of highly sophisticated integrated specialised engineering systems that provide vital services to staff, patients, and visitors. The continuity of the engineering plant and equipment is critical to patient safety and is a key focus of the FM operational responsibilities. The Senior Director Maintenance and Service Delivery will be accountable for the effective implementation of maintenance activities across the CHS property portfolio.

This includes accountability for, and oversight of the following FM services:

  • Canberra Hospital facilities management
  • A large maintenance team with over thirty (30)  personnel including senior managers and trade staff.
  • Offsite facilities management (sites other  than Canberra Hospital, excluding North Canberra Hospital)

In leading a team, the Senior Director will ensure that maintenance activities are delivered and are compliant with Australian Standards, Facilities Management (FM) standard inclusions and engineering guidelines. The role will collaborate with other FM Senior Director’s and the IHSS Executive Branch Manager to proactively manage complex building services to maintain service and building compliance, ensure continuity of operation and to minimise unexpected building service outages.

The role will be responsible for the financial management of maintenance works across the portfolio to ensure that maintenance works are delivered within budget, with financial risks identified and escalated to the IHSS EBM.

Extensive facilities management experience and highly developed organisational leadership skills will be required to execute the duties listed below.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

    Under the direction of the EBM, this role will:

  1. Provide strategic leadership to identify and implement processes  to improve the management and delivery of FM maintenance activities, ensuring  the FM maintenance team deliver, efficient, effective, sustainable and  compliant maintenance activities.
  2. Manage the integration of off-site facilities into  business-as-usual FM maintenance processes.
  3. Provide technical support in the development of maintenance  contracts including but not limited to scope of works development, contractor  management processes and contract review.
  4. Be responsible for  the management, reporting and monitoring of repairs and maintenance budgets, while  ensuring maintenance is compliant with legislative frameworks, regulations and  standards as they relate to facilities management.
  5. As required,  provide advice to FM Senior Directors and FM EBM to inform asset replacement  and upgrade works, business case development, and infrastructure risk  management.
  6. Provide overarching maintenance  services support to Directors and Senior Managers within FM and manage and  coordinate responses to time-sensitive requests, design reviews, maintenance  issues, and development of briefs, minutes, and reports.
  7. Undertake  other duties appropriate to this level of classification which contribute to  the operation of the organisation.

Qualifications

Essential

  • Facilities Management – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or
  • Project Management – either:
    • have at least 10 years relevant experience in project management, as described in the work levels; or
    • a diploma in Project Management accredited by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or
    • certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant degree or higher qualification issued by an Australian State or Territory tertiary education institution; or
    • an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management.
  • A current driver’s license is essential.
