Rehabilitation, Aged and Community Services (RACS) is a high achieving and diverse Division within Canberra Health Services providing multidisciplinary rehabilitation, aged and community-based care across a range of settings. Our Services are based across Canberra Hospital, University of Canberra Hospital, Community Health Centres and Village Creek Centre in Kambah. As a member of RACS Executive team, you will participate in a variety of strategic, business planning and organisational development activities.

The CHS National Disability Insurance Scheme (NDIS) Support Unit Lead is based predominantly at Village Creek Centre Kambah with requirement to coordinate with services teams across CHS community and inpatient sites. The position provides strategic advice and coordination for Canberra Health Services in relation to NDIS / health interface issues across divisions. The successful applicant will provide advice to the RACS Executive Director and be required to represent CHS in a range of forums including to other ACT and Federal Government departments, the National Disability and Insurance Agency (NDIA), Non-Government Organisations, and Ministers as required. The position is responsible for the direction and management of the CHS NDIS Support Unit which incorporates NDIS / health interface project officers and the administrative support for RACS NDIS Fee for Service areas.

Key Responsibilities

Under limited direction of the Executive Director of RACS and Director of Client Support Services you will lead the NDIS Support Unit with a focus of improved coordination of care for clients who are NDIS participants, or potentially eligible for NDIS funding. You will:

  1. Provide operational and strategic direction, planning and leadership in relation to NDIS / Health Interface management.
  2. Represent CHS in regard to health interface issues related to the NDIS and the needs of clients with disabilities at territory and national level forums as required. Additionally, provide support and assistance to other Executive level staff attending related forums.
  3. Provide support to the Executive Director, RACS in the overall management and leadership of work related to the NDIS / Health interface.
  4. Work in partnership with Divisional Executives, Service Managers, and teams across CHS divisions to identify and address NDIS / Health interface issues.
  5. Develop and manage financial and human resources, including allocating and monitoring workloads. Achieve and report against corporate and program specific performance indicators.
  6. Provide high-level policy and operational advice to the Executive.
  7. Maintain strong and purposeful stakeholder engagement through collaborative relationships with key ACT Government, Non-Government Organisations, and the National Disability Insurance Agency (NDIA).
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications and Experience

Essential

  • Relevant tertiary qualification such as degree or diploma in an allied health profession.
  • Current driver’s licence.

Appointment to this position is conditional on being granted and retaining appropriate clearances:

  • Pre-employment National Police Check.
  • Comply with Canberra Health Services Occupational Assessment, Screening and Vaccination policy.
  • Current registration issued under the Working with Vulnerable People (Background Checking) Act 2011 is required.
  • Comply with CHS credentialing and scope of clinical practice requirements for allied health professionals.

What you Require (Key Selection Criteria)

  1. Extensive knowledge and experience in health service provision and relevant factors in providing services to clients with disabilities and specifically in relation to NDIS funding.
  2. Proven ability to provide expert and authoritative advice on operational and strategic opportunities in working with services across the NDIS / Health interface, and experience providing leadership and support for related cultural and organisational change.
  3. High level organisational skills with demonstrated ability to be proactive, flexible and to manage competing priorities while working under pressure and in a changing working environment. Capacity to direct project officers and administrative support staff to manage workloads with changing demands and priorities.
  4. Demonstrated experience in developing, implementing, and managing systems of clinical and corporate governance, with a sound knowledge of the National Safety and Quality Health Service Standards, and capacity to oversee NDIS Certification requirements to maintain NDIS service registration.
  5. Proven experience in managing financial, physical, and human resources including using data to monitor and report on service performance measures and outcomes which contribute to and maintain high level customer service and health outcomes.
