This Personal Upgrade is only available to eligible permanent staff at the Registered Nurse (RN1) Level 1 in Canberra Health Services

In accordance with the ACT Nursing and Midwifery Enterprise Bargaining Agreement 2023-2026 (EBA) Schedule 5, this is an opportunity for permanent Registered Nurses (RN) Level 1, to apply for personal reclassification to Registered Nurse (RN) Level 2, based on their experience, skill and ability. This opportunity applies only to the applicant’s current area of specialty.
Eligibility/Other Requirements:
To be eligible to apply for a promotion to Registered Nurse Personal Classification Level 2, applicants:
- Must be a Permanent Officer at the Registered Nurse Level 1 Classification for Canberra Health Services.
Minimum years of worked experience required for a permanent Registered Nurse Level 2 pre-requisite:
Four (4) years (6840 hours) of post graduate hours of practice worked in direct or indirect roles (inclusive of 7 weeks annual leave per year)
- Please include Certificate of Clinical Hours Worked from Shared Services. Hours can be inclusive of interstate experience which requires a Certificate of Clinical Hours/Worked from your previous hospital’s HR department.
Or
- Completion of a relevant post graduate certificate (or working towards) and three (3) years (5130 hours) worked in direct or indirect roles
Or
- Minimum of 2 yrs (1978 hours) RN experience if in possession of 2 or more years of prior EN experience within area of specialty
In addition, applicants are required to have:
- Evidence of being up to date with all relevant competencies, mandatory and required education.
- Documented in SED plan that the candidate is actively working towards a permanent RN Level 2 position.
- Participated in quality improvement initiatives or other similar activity (e.g., auditing, standard champion, work health safety initiative, or education/policy development).
- Demonstrating initiative consistent with what is expected of a Level 2 RN i.e. communication skills to foster positive relationships with all stakeholders to achieve exceptional care, undertaking QI activities, team leading and fostering a positive workplace and learning and teaching culture across the team.
- Demonstrating consistently sound clinical judgement and critical thinking and high-level problem-solving skills.
- The L2 Personal Classification process will no longer require attendance at Information sessions but will remain highly recommended if RN hasn’t participated in the Stepping Up Program.
Duties
Under limited direction of the relevant Unit Manager, you will perform at an advanced nursing level and will:
- Facilitate clinical teaching, support and supervision within the workplace following practice standards and policies.
- Demonstrates comprehensive knowledge, clinical expertise and assessment skills to make clinical decisions and to evaluate outcomes of own practice.
- Ensure through role modelling the development of an appropriate customer focused workplace culture.
- Supports team leadership role in identifying issues, acts as a resource or preceptor for registered nurses and enrolled nurses.
- Identify and contribute to risk management, quality improvement, nursing practice review and clinical research activities.
- Comply with the relevant legislation, code of ethics, codes of practice and the Australian Nursing and Midwifery Council National Competency Standards.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.
What you Require (Key Selection Criteria)
These are the key Selection Criteria for how you will be assessed in conjunction with your Curriculum Vitae and experience:
- Extensive demonstrated competence in providing direct nursing care for patients of varying complexity while working within professional legislation and existing policies and procedures. Please refer to your area of specialty for this criterion.
- Proven leadership ability.
- Demonstrated ability to communicate effectively and appropriately (orally, non-verbally and in writing), in a diverse range of situations including negotiation and consultation using consistent and transparent processes.
- Supports education within the clinical area with evidence of a commitment to the fostering of a learning culture and evidence-based practice within the clinical areas through:
- Active contribution to specialty area-specific education and training
- Mentoring, supporting and supervising students, new or less experienced staff
- Participation in research, or policy development within the specialty area.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work, Health and Safety (WHS) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.

Please note:
Only the Personal Classification Level 2 Application, current CV, Selection Criteria responses, Referee Reports, and DON/CNC/Nurse Manager’s endorsements/recommendations are required to be submitted when applying via the Careers page.

Documents listed under the Eligibility/other requirements (above), No longer need to be attached and submitted online via Careers page with the application. These documents are only to be viewed by the current Manager, who then signs the Manager’s Declaration confirming that the candidate meets all the criteria to apply.
The CV, Selection Criteria and Referee Reports are then reviewed by the panel for assessment for interview.
