Position overview

The Chief Financial Officer Division is led by the Chief Finance Officer (CFO) who reports to the Chief Executive officer of Canberra Health Services. The CFO Division is responsible for the development and maintenance of budgets, financial management, and for providing strong operational finance and performance reporting analysis across the health service. The six sub-units within the CFO Division include the Financial Operations and Support Unit, Revenue and Financial Services, Patients Accounts, Health Information Unit and Procurement & Supply.

The positions report to the Assistant Director of Supply Operations, in the Procurement and Supply unit of Canberra Health Services.

The positions are primarily located at the CHS Distribution Centre, Canberra and North Canberra Hospital Perioperative Suites and may be required to work periodically at either site.

Key responsibilities

Operational efficiency, quality assurance and compliance:

  1. Ensure all inventory and non-stock received or despatched is fit for purpose and subject to zero defect principles including but not limited to expiry date, First-in-first-out (FIFO), correct unit of measure (UOM), package integrity and stock is correctly labelled.
  2. Coordinate daily operational activities in receiving, despatch and/or theatres to accommodate efficient distribution of inventory, requisitions, preparation of set-ups (as required) and truck schedules ensuring resources (equipment and workforce) are fully utilised.
  3. Builds and maintains strong relationships with senior leaders, key stakeholders, and surgical teams to ensure availability of stock and Surgeon Preference Card maintenance in DHR.
  4. Comply with continuous operational improvement initiatives (e.g. 5S / Standard 3).
  5. Secondary location data integrity is maintained to ensure efficient restocking of sterile stock and other consumables in the Peri Operative Suite.
  6. Collaborate with Assistant Directors regarding workflow constraints, bottlenecks and workload variations that may impede achieving daily operational targets.

Unit improvements and education:

  1. Apply the requirements of CHS and Supply Operations policies, procedures, safe work method statements, work instructions and standard operating procedures including safe handling of chemicals, lifting, pulling, and pushing of loads, including demonstrating proper techniques with staff.
  2. Assist in restocking and maintaining a clean operational area meeting the standard 3 requirements.
  3. Participate in education and training including on the job competency assessments.
  4. Be available for the Supply Operations afterhours on-call service as rostered.
  5. Displaying and promoting behaviours that advocate CHS core values and working collaboratively with peers to balance workloads.
  6. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications

Specific responsibilities include, but are not limited to, the following.

Essential

  • Current forklift licence.
  • Unrestricted Class C drivers’ licence.
  • Excellent numeracy skills.

Desirable

  • Rigid truck licence (minimum MR).

Experience

Specific responsibilities include but are not limited to the following.

Essential

  • Minimum 3 years’ experience in supply chain operations or similar discipline with transferrable skills and responsibilities.
  • DHR experience.

Desirable

Prior to commencement

  • Pre-employment National Police Check.
  • Comply with Canberra Health Services Occupational Assessment, Screening and Vaccination policy.

Key selection criteria

  1. Proven knowledge of warehousing and distribution practices and procedures within a health environment.
  2. Demonstrated understanding and knowledge of the management of receipt, stowage, issue, and distribution of goods including sterile goods specifically Surgeon Preference Cards.
  3. Demonstrated understanding in using Surgeon Preference Cards to plan, order and manage consumables including sterile stock to prepare for surgical cases.
  4. Demonstrated ability to utilise computer software systems including Microsoft Office Suite and DHR.
  5. Proven ability to communicate effectively, coordinate team members, and communicate effectively with CHS staff and customers.
  6. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
