Position overview
Infrastructure and Facilities Services, a branch of North Canberra Hospital, are responsible for:
- Capital project delivery;
- Facilities Management;
- Asset Management;
- Minor Works project;
- Off-Site Maintenance at CHH;
- Domestic and Environmental Services;
- Food Services;
- Supply Management;
- Procurement; and
- Fleet Management.
Facilities Management (FM) is responsible for all FM services across all NCH and CHH properties (Acute and Non-Acute), buildings, plant and non-clinical equipment. These services include high quality and timely delivery of planned and reactive maintenance, asset management, utilities and contracts for the Canberra Health Services property portfolio at NCH and CHH.
The Facilities Maintenance Director will report to the Branch Manager, Infrastructure and Facilities Services and will be responsible for leading a team and strategically managing planned and reactive maintenance activities across NCH and CHH. Facilities Maintenance Director is also responsible for the leadership of the internal FM trade staff and contractors for a large portfolio of health facilities including the Canberra Hospital, ensuring a healthy, safe and productive workplace.
The Facilities Maintenance Director will have a detailed and extensive knowledge of facilities management including a comprehensive knowledge of relevant Compliance, Australian Standards, Legislation, Australian Health Facility Guidelines, Regulations, Code of Practice and the ability to interpret CHS Policies and Procedures.
The incumbent will provide outstanding leadership and management skills, have extensive experience negotiation skills and be able to represent and negotiate at a senior level on behalf of the organisation. The position is critical to the achievement of the overall objectives of Facilities Management and is responsible for the day-to-day facility maintenance operations including the management of staff and financials (facilities budget).
Key responsibilities
Under limited direction of the Branch Manager Infrastructure and Facilities Services, you will perform the duties as outlined below to the highest standard. You will:
- Lead and manage the day-to-day management of facility maintenance staffing (including the on-call program), financial (budget) and/or physical resources, involving a considerable variety of activities requiring extensive co-ordination and integration.
- Independently develop, implement and manage compliance and governance of planned and reactive maintenance undertaken by contractors and internal trade staff.
- Have high level written and verbal communication skills, representing and negotiating on behalf of Facilities Management and Canberra Health Services on significant and complex infrastructure matters.
- Develop and implement Standard Operating Procedures and Business Continuity Plans to enable essential services to be delivered with minimal disruption including the management of exercising activities to validate the effectiveness of the Plans.
- Develop, implement, and report on progressive improvement of Facilities Management policies and procedures relating to FM best practice maintenance and asset management activities.
- Manage and support minor procurement activities relating to planned and reactive maintenance and/or the replacement of plant and equipment.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

- Extensive knowledge and significant proven experience in a senior position managing building maintenance or projects in relation to building services and infrastructure.

Qualifications
Specific responsibilities include, but are not limited to, the following.
Essential
- Hold a relevant professional qualification in Engineering, Architecture, Project Management, or accreditation with a professional body recognised within Australia; or
- Hold a relevant building degree; or
- Have significant building or infrastructure knowledge and/or project management experience at a senior level.
- Hold a current driver’s licence.
Desirable
- Knowledge and experience of the technical requirements affecting health services and assets.
- A trade qualification and/or minimum 10 years’ experience in relation to building services maintenance.
- Hold a current drivers’ licence.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.

Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.
Key selection criteria

- Significant leadership and management experience in planned and reactive maintenance for large facilities including the administration of staff (including the on-call program), financial management and/or physical resources.
- Demonstrated experience at a senior level to develop, implement, manage and evaluate planned and reactive maintenance compliance and governance processes.
- Proven knowledge and application of the National Construction Code, Codes of Practice and relevant Australian Standards in a multi-disciplinary engineering environment including an understanding of Government Procurement directions.
- Highly developed interpersonal, oral and written communication skills including the ability to interact, liaise and coordinate with and negotiate with other business units, stakeholders, clients, suppliers and contractors.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
