Position Overview

The Branch Manager, Infrastructure and Facilities Services, is one of the key leadership roles within the NCH corporate team. NCH is planned to progress with significant development throughout 2023-2030. The Branch Manager, Infrastructure and Facilities Services is to provide high level leadership in planning, developing and maintaining NCH Infrastructure, assets, procurement, contract services, facilities management and other support services consistent with the strategic direction and operational requirements of CHS to meet the needs of North Canberra’s population growth.

The role requires building strategic relationships, supporting the Executive Group Manager & Chief Financial Officer and working collaboratively with NCH Executives to deliver critical infrastructure projects within the NCH campus.

Key responsibilities

The Branch Manager, Infrastructure and Facilities Services will be:

  • Responsible to the Executive Group Manager & Chief Financial Officer for the leadership and efficient management, administration, reporting, budget control, capital projects delivery, accreditation, legislative compliance and functioning of the Infrastructure, Facilities Management, Procurement and Contracted Services.
  • Provide high level advice to General Manager and the Executive Team in planning, developing and maintaining NCH infrastructure, assets and facilities services consistent with the strategic direction and operational requirements of CHS.
  • Facilitate development and submission of NCH annual capital project bids consistent with the CHS’s strategic direction, operational requirements, NCH Strategic Asset Management Plan, Clinical Service Plans and Campus redevelopment priorities.
  • Lead and oversee the Infrastructure and Facilities Team in planning and delivery of capital works, maintenance and asset management activities;
  • Provide strategic oversight for all procurement and contract management activities undertaken in NCH.
  • Lead the procurement of major assets, services and consumables, including negotiating contract prices, deliverables and conditions as well as manage contract variations and reviews in accordance with ACT Government Procurement Act.
  • Lead the development, implementation and monitoring of NCH Strategic Asset Management Plan in accordance with CHS Asset Management Policy.
  • Lead the Infrastructure and Facilities Services team in innovation and stewardship of campus planning and delivery of services.
  • Oversee delivery of Infrastructure and facilities team activities within budget and timeframes.
  • Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Mandatory

Positions classified as Infrastructure Manager/Specialist require the occupant to hold recognised qualifications and/or experience in one or more of the following fields:

  • Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or
  • Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory Architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and a minimum of ten years relevant experience in Architecture; or
  • Project Management – either:
    1. a Diploma in Project Management accredited by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or
    2. certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant Degree or higher qualification issued by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or
    3. have at least 10 years relevant experience in Project Management.

What you Require (Key Selection Criteria)

These are the key selection criteria for how you will be assessed in conjunction with your CV and experience.

  1. Demonstrated knowledge and experience in health facility development and management including project planning, capital works delivery and senior management expertise with a record of achievement in both financial and change initiatives.
  2. Demonstrated experience in building and owning strategic relationships with industry, advisers, consultants, suppliers and contractors. In addition,  the Executive Branch Manager, Infrastructure and Facilities Services will work collaboratively with multiple branches of the ACT Government and provide advice at the highest level of Government including Cabinet, Ministers, Director-General and senior ACTPS executives.
  3. Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
  4. Demonstrated experience in managing complex and high value procurement and contract management activities in accordance with the Government Procurement Act 2001 (ACT) and proven ability to collaborate effectively with SMEs and stakeholders to achieve optimum outcomes.
  5. Highly developed interpersonal and communication skills with strong verbal and written (technical and non-technical) skills, high-level liaison, representation and negotiation skills including the ability to be influential with stakeholders at all levels.
  6. Demonstrated ability to exercise a high degree of judgement with a proactive approach to problem solving and risk mitigations, including the ability to make decisions and reprioritise quickly.
