Position Overview

Infrastructure and Facilities Services (IFS), a branch of North Canberra Hospital (NCH), are responsible for:

  • Capital project delivery.
  • Facilities Management.
  • Asset Management.
  • Minor Works project.
  • Off-Site Maintenance at Clare Holland House (CHH).
  • Domestic and Environmental Services.
  • Food Services.
  • Supply Management.

  • Fleet Management.

Facilities Management (FM) is responsible for all FM services across all NCH and CHH properties (Acute and Non-Acute), buildings, plant and non-clinical equipment. These services include high quality and timely delivery of planned and reactive maintenance, asset management, utilities and contracts for the Canberra Health Services property portfolio at NCH and CHH.

The Project Manager Facilities Maintenance will report to the Senior Director, Facilities Maintenance, IFS Services and will be responsible for managing several capital infrastructure projects, ensuring they are delivered on time and within budget, whilst minimizing any delays and reductions in the services offered across the various CHS Facilities. Accurate project reporting is vital, with monthly finance and program updates required to ensure that key projects milestones and performance indicators are being met

The Minor Works Project Manager will be required to engage with a diverse range of stakeholders and manage their expectations to deliver agreed project outcomes. A key component of stakeholder management will be the responsibility for conducting high level interface and coordination between FM, consultants, contractors, other CHS operational support teams and Clinical Service Delivery areas. This will involve communication between various stakeholders, clear documentation of project scope requirements, coordination of multiple project activities, ensuring clinical services are not affected and managing shutdowns or interruptions to infrastructure services required on projects.

When relevant, the position will utilize processes and strategies utilized by IFS to facilitate quality, integrated and efficient service delivery, and assist in developing new processes and strategies where required.

Key responsibilities

Under limited direction of the Senior Director, Infrastructure and Facilities Services, you will perform the duties as outlined below to the highest standard. You will:

  1. Deliver and manage all minor projects for the FM department, ensuring that relevant project planning documents are developed, and time, cost and quality aspects of assigned projects are monitored and controlled.
  2. Lead the planning and implementation of FM projects, defining project scope, budgets, goals, and deliverables, and engaging relevant stakeholders during planning, design, and delivery phases.
  3. Manage the procurement activities associated with the delivery of FM projects, including the preparation of consultant engagement briefs and tender packages for design and construction activities, ensuring that feedback is sought from various stakeholders and all relevant policies and procedures are adhered to.
  4. Monitor construction activity on site, undertaking all required Work Health and Safety inspections as required and documenting outcomes.
  5. Monitor projects, ensuring that milestones and performance indicators are met, identify issues and/or escalating concerns, with mitigation strategies identified.
  6. Oversee budget allocation and expenditure, prepare monthly financial status reports for each project, manage overall project funding, and provide monthly reports to the Senior Director of Facilities Maintenance.
  7. Represent Facilities Management in meetings with internal and external stakeholders, ensuring high levels of customer service, providing regular updates, and escalating issues as needed to achieve effective outcomes while ensuring services remain unaffected by project activities.
  8. Act as the point of contact for external directorates for projects on our sites, coordinating site visits, approvals, documentation, and commissioning activities.
  9. Undertaking other duties appropriate to this level of classification which contribute to the operation of the section with the delivery of high-quality person and family centered, safe and high-quality patient care.

Position Requirements / Qualifications

Mandatory

  • Hold a relevant professional qualification in Engineering, Architecture or Project Management or accreditation with a professional body recognised within Australia; or
  • Hold a relevant building degree; or
  • Have significant building or Infrastructure knowledge and/or project management experience at a senior level.

Desirable

  • Asbestos awareness and management of Hazardous materials on site.
  • Understanding of Procurement Act and Regulation.
  • Construction Card (white card).
  • Hold a current drivers’ licence.
  • Knowledge and experience of the technical requirements affecting health services and assets.
  • Experience in the delivery of infrastructure projects within an operating health environment, or other critical environments where maintaining continuity of services is essential.
  • A trade qualification and/or minimum 10 years’ experience in relation to building services maintenance.
  • Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
  • Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.

What you Require (Key Selection Criteria)

  1. Proven high level skills and experience leading and delivering maintenance services, including but not limited to:
    • Planned and reactive maintenance services.
    • Minor capital upgrades.
    • Management of contracts and contractors.

    • Human Resource activities.
  2. Demonstrated understanding and proven experience in facilities management and asset lifecycle management.
  3. Demonstrated understanding of the National Construction Code, Codes of Practice and relevant Australian Standards as it relates to Facilities Management repairs and maintenance activities.
  4. Highly developed interpersonal, oral and written communication skills including the ability to liaise and negotiate with a wide range of stakeholders on complex or sensitive issues.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
