Position overview

Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) provide health services directly and through partnerships with community organisations. The services provided range from prevention and treatment to recovery, maintenance and harm minimisation. Consumer and carer participation is encouraged in all aspects of service planning and delivery. The Division works in partnership with consumers, carers and a range of government and non-government service providers to ensure the best possible outcomes for clients.

The Division delivers services at a number of locations, including hospital inpatient and outpatient settings, community health centres, detention centres, other community settings including peoples’ homes.

These services include:

  • Adult Community & Older Persons Mental Health Services
  • Adult Inpatient Mental Health Services
  • Alcohol & Drug Services (ADS)
  • Child & Adolescent Mental Health Services (CAMHS)
  • Justice Health Services (JHS)

Adult Inpatient Mental Health Services is across both The Canberra Hospital (TCH) and North Canberra Hospital (NCH) sites, and includes services such as Adult Mental Health Unit, Ward 12B Mental Health Unit, Mental Health Short Stay Unit, Mental Health Clinical Liaison TCH and NCH, Acacia Mental Health Unit (Acacia) for Acute Adults and Banksia Mental Health Unit (Banksia) for Older Persons.

At this level, the Clinical Nurse Educator (CNE) is responsible for clinical teaching and the development of nursing practice within a therapeutic secure environment. This position reports to the Assistant Director of Nursing and will liaise with the Clinical Nurse Consultant to deliver and lead education, both internal and external to the Division, in support of ongoing clinical education, preceptorship, mandatory skills assessment, and competency assessment processes for nurses working at the forensic mental health inpatient units.

In this role you will be required to undertake professional development and supervision, participate in quality initiatives, and contribute to the multidisciplinary team processes.

Key responsibilities

  1. Provide, lead and/or facilitate clinical education, reflective practice, preceptorship, clinical supervision, mandatory skills assessment, and competency assessment for nurses working in the forensic mental health inpatient units.
  2. Promote a learning environment by utilising adult learning principles, self-directed learning packages and simulated learning scenarios.
  3. Participate in risk management, quality improvement, nursing practice review, clinical audit and clinical research activities.
  4. Work collaboratively with colleagues and leaders and maintain in depth knowledge of legislation affecting nursing practice across CHS, MHJHADS and specifically the forensic mental health inpatient units.
  5. Provide active input into the development and revision of clinical policies and practices.
  6. Cultivate and maintain professional relationships with peak bodies in relation to care delivery within a therapeutic secure environment.
  7. Participate in continuing professional development appraisal.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications

Specific responsibilities include, but are not limited to, the following.

Essential

  • Hold or be working toward Certificate IV in Assessment and Training
  • Registered or eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Proven ability to create evidence-based education packages.
  • CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

Experience

Specific responsibilities include but are not limited to the following.

Essential

  • 5 years full time (8550) worked in direct or indirect roles or completion (inclusive of 7 weeks annual leave per year)
  • or

  • Completion or a relevant post graduate certificate and 4 years’ (6840) worked in direct or indirect roles
  • Previous mental health inpatient experience.
  • Previous experience in QI or research implementation.
  • Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.

Desirable

  • Demonstrated experience implementing the Safewards Model in a mental health setting.
  • Current driver’s license.

Prior to commencement

  • Pre-employment National Police Check.
  • Comply with Canberra Health Services Occupational Assessment, Screening and Vaccination policy.

  2. Demonstrated ability to apply teaching and learning strategies in the clinical area, including the development, implementation and evaluation of professional development, education, and facilitation under limited supervision.
  3. Demonstrated effective written and verbal communication skills and the application of counselling and negotiation skills with both individuals and small groups.
  4. Ability to demonstrate and apply specialty nursing practice knowledge in the clinical setting and to undertake clinical research and nursing quality improvement initiatives, while effectively working within a multi-disciplinary environment under limited supervision.
