Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) provide health services directly and through partnerships with community organisations. The services provided range from prevention and treatment to recovery, maintenance and harm minimisation. Consumer and carer participation is encouraged in all aspects of service planning and delivery. The Division works in partnership with consumers, carers and a range of government and non-government service providers to ensure the best possible outcomes for clients.
The Division delivers services at a number of locations, including hospital inpatient and outpatient settings, community health centres, detention centres, other community settings including peoples’ homes.
These services include:
- Adult Community & Older Persons Mental Health Services
- Adult Inpatient Mental Health Services
- Alcohol & Drug Services (ADS)
- Child & Adolescent Mental Health Services (CAMHS)
- Justice Health Services (JHS)
Adult Inpatient Mental Health Services is across both The Canberra Hospital (TCH) and North Canberra Hospital (NCH) sites, and includes services such as Adult Mental Health Unit, Ward 12B Mental Health Unit, Mental Health Short Stay Unit, Mental Health Clinical Liaison TCH and NCH, Acacia Mental Health Unit (Acacia) for Acute Adults and Banksia Mental Health Unit (Banksia) for Older Persons.
The Clinical Nurse Consultant (CNC) – Rostering and Recruitment is responsible for coordinating nursing staff rosters across Acacia and Banksia, as well as the NCH Mental Health Clinical Liaison service. Rostering is carried out in accordance with the ACT Public Service Nursing and Midwifery Enterprise Agreement 2023–2026, using best practice principles. The CNC Rostering and Recruitment works closely with Acacia and Banksia Clinical Nurse Consultants (CNC) and Assistant Director of Nursing (ADON) to ensure safe staffing levels, appropriate skill mix, and compliance with required nurse-to-patient ratios. The role also includes responsibility for the recruitment of nursing staff.
This position reports to the ADON of NCH Mental Health Services and is a full-time role, worked on a standard five-day work week.
In addition, the CNC Rostering and Recruitment is expected to undertake professional development and supervision, contribute to quality improvement initiatives, and actively participate in multidisciplinary team processes.
Key responsibilities
Under limited direction of the ADON, you will provide senior nursing leadership for the clinical and administrative operations, including rostering for NCH Mental Health Services. You will:
- Provide contemporary management and leadership strategies to enhance the provision of excellent clinical care across NCH Mental Health Services.
- Be accountable for the flexible allocation of human and financial resources to ensure achievement of an agreed level of service and reporting of variances against targets.
- Establish and maintain stakeholder relationships through effective communication, negotiation, and issues management.
- Manage and report on leave, overtime, rosters, and allocation of staff to provide a safe level of client care ensuring compliance with clinical, educational and ACT Nursing and Midwifery Enterprise Agreement 2023-2026 requirements.
- Lead nursing staff recruitment.
- Implement the ACT Public Service Performance Framework in collaboration with the Clinical Nurse Educator (CNE) including rostering for Learning and Development at the local level for all staff within area of responsibility. Ensure staff participate in orientation, education and quality activities.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.
Competencies
- Utilise and apply the principles of contemporary human, material, and financial resource management for the multidisciplinary environment in consultation with an RN Level 3 Grade 2, or above.
- Facilitate the support of undergraduate and postgraduate students through the rostered allocation of preceptors.
- Promote cooperation and collaborative teamwork.
- Accountable for working to relevant professional standards, own actions, and the outcomes of own nursing practice, professional advice given and for activities delegated to RNs, ENs, AINs, nursing students or other healthcare workers.
- Work collaboratively with staff to create a positive practice environment that achieves best practice outcomes for recipients of healthcare services.
Qualifications
Specific responsibilities include, but are not limited to, the following.
Essential
- Tertiary qualification in nursing
- Be registered with the National Nursing and Midwifery Board through the Australian Health Practitioner Regulation Agency (AHPRA).
- Strong understanding of rostering principles in accordance with ACT Nursing and Midwifery Enterprise Agreement 2023-2026 requirements.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.
- CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.
Desirable
- Current drivers licence
- Completed, or willing to complete, relevant rostering and recruitment training
Experience
Specific responsibilities include but are not limited to the following.
Essential
- Experience with rostering and recruitment
- Experience with Human Resource management
- 6 months experience in a similar role
- 5 years full time (8550) worked in direct or indirect roles or completion (inclusive of 7 weeks annual leave per year) as a Registered Nurse.
Desirable
- Experience working professionally in a mental health setting.
Prior to commencement
- Pre-employment National Police Check.

- Proven recent comprehensive leadership and management of human, financial and material resource in consultation with area Clinical Nurse Consultants and/or Nurse Managers and/or Assistant Directors of Nursing.
- Knowledge and experience in leading and managing an effective team, including appropriate rostering practices which foster a “best“ work culture/ environment and comply with the most current Nursing and Midwifery Enterprise Agreement.
- Demonstrated ability to work within a multi-disciplinary team and to both communicate effectively and foster a culture of open communication and feedback including a record of behaviour and attitudes consistent with professional standards and professional development of self and others.
