Position overview
North Canberra Hospital (NCH) (formerly Calvary Public Hospital Bruce) and Clare Holland House are now run and operated by Canberra Health Services (CHS).
This is a significant milestone as the ACT Government moves towards delivering a new billion-dollar hospital on Canberra’s Northside.
The new Northside Hospital will be built on the existing Calvary Hospital campus in Bruce. It will be a modern, state-of-the-art hospital for patients, visitors and its workforce and will provide more beds and increased services. Until then, it's business as usual at NCH, and we'll continue providing high-quality care to our patients and community.
This position is responsible for providing clinical care, leadership, supervision, support and education within Gastroenterology services at (NCH). This position provides high quality and safe care to patients guided by current evidence based medical practice. The successful candidate is also expected to be involved in the clinical governance and strategic development of the gastroenterology service.
The position holder is expected to operate within the Public Sector Management Act (1994), the ACT Public Service Code of Conduct and the professional requirements specified by the appointee’s Specialist College.
Key responsibilities
- Provide high quality and evidence-based gastroenterology specialist care to patients at NCH.
- Participate in the shared on-call Gastroenterologist roster (weekdays and weekends) for patients at NCH. This roster requires the gastroenterologist to be on call for endoscopy related advice, gastroenterology consultations and emergency endoscopy procedures. Participating in the Gastroenterology clinics once established will also be required.
- Ward Rounds as appropriate, including clinical support for transfers/handovers of patients. A minimum of two endoscopy theatre list per month with the opportunity to provide emergency endoscopy in theatres as part of the gastroenterologists on call roster.
- Contribute and participate in management, clinical audit procedures, quality improvement, utilisation reviews and educational activities at NCH.
- Assist in and/or supervise the educational and professional development of nursing staff, undergraduate students, postgraduate students, resident medical staff and registrars.
- Develop and maintain liaison with other centres, providers and professionals within and without the Department and provide high standards of professional advice/opinions in relation to the service.
- Represent the Division of medicine on committees and working parties relevant to their Gastroenterology expertise if appropriate and/or required.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.
Competencies
In addition to meeting the core competencies for the Gastroenterology Staff Specialist to be recognised as a Fellow of the Royal Australian and New Zealand College of Physicians (RACP) the preferred candidate will have:
- Provide effective written, verbal and non-verbal communication skills appropriate to the intended audience and situation, ensuring professionalism and maintenance of confidentiality and use of appropriate discretion.
- Effective teamwork and ability to function within a multidisciplinary team while maintaining harmonious relations with hospital staff in a respectful and non-confrontational manner.

Qualifications
Specific responsibilities include, but are not limited to, the following.
Essential
- Be registered or eligible for registration as a medical practitioner with the Australian Health Practitioner’s Regulation Agency, with no conditions, undertakings or reprimands (Ahpra).
- Hold a Fellowship of the Royal Australian and New Zealand College of Physicians (FRACP) or an equivalent higher specialist qualification with specialist recognition in Gastroenterology.
- Full GESA accreditation for endoscopy.
- Have Conjoint Committee recognition for adult gastroscopy and colonoscopy and hold up-to-date colonoscopy certification as per the NSQHS Colonoscopy Clinical Care Standard.
Desirable
- Have completed at least 12 months of advanced training in Gastroenterology and be recognised as a specialist in Gastroenterology by Services Australia to claim MBS items.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.

- Leadership and management experience in Gastroenterology.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.
Prior to commencement
- Pre-employment National Police Check.
- Comply with Canberra Health Services Occupational Assessment, Screening and Vaccination policy.
- Comply with Canberra Health Services Medical and Dental Appointments Advisory Committee (MDAAC) credentialing and scope of clinical practice requirements for medical professionals.
Important information
For Senior Specialist we will also expect that you:
- Have demonstrated advanced clinical experience outlined in a CV that clearly and comprehensively outlines the applicant’s professional history.
- Have been employed at the equivalent of a Specialist Band 5 for a period of at least three years.
- Have demonstrated their advanced ability to provide leadership to their colleagues through either clinical or administrative means.
- Have gained demonstrable advanced experience and attained such ability in the relevant specialty that is acceptable to CHS, to justify a recommendation for advancement to Senior Specialist by the Review Panel.
- Be able to demonstrate their ability to undertake duties and responsibilities deemed by CHS as those expected of a Senior Specialist.
- Be able to demonstrate that they are performing at a level consistent with this competency framework.

- Be available for weekend and/or after-hours work. - Requirements for fractional on-call will be subject to clinical operational requirements and will be negotiated at the time of appointment on an individual basis.
- Approval for second job will need to be submitted annually. Commitment to second job must not impact on the agreed clinical duties of the specialist at North Canberra Hospital.
- Adherence to agreed attendance hours including agreement to annual job planning for clinical operational requirements is required.
- It is expected that the successful applicant will have a track record as a successful member of a clinical team and demonstrate a strong commitment to teaching at all levels including medical, nursing and allied health professional staff and students. There is opportunity to be involved in teaching at the Australian National University Medical School.
CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.
