Position overview
The NCH Projects Team is responsible for project scoping, project procurement, project management and works coordination with delivery partners (Infrastructure Canberra and TCH Projects) across all NCH and CHH.
The Senior Project Manager will report to the Project Director, Capital Project Delivery (CPD) and will be responsible for leading assigned projects from inception through to post completion phase. The role may require management of staff including admin or project support roles.
The Senior Project Manager will have a detailed understanding of ACT Government Procurement and project delivery methodologies including a comprehensive knowledge of relevant Compliance, Australian Standards, Legislation, Australian Health Facility Guidelines, Regulations, Code of Practice and the ability to interpret CHS Policies and Procedures.
The incumbent will provide outstanding leadership and management skills, have extensive experience, negotiation skills and be able to represent and negotiate at a senior level on behalf of the organisation. The position is critical to the achievement of the overall objectives of CPD and the broader NCH Infrastructure and Facilities Services Branch.
Key responsibilities
Under limited direction of the Project Director, you will:
- Provide high level, strategic project and procurement advice to achieve quality and timely completion of project tasks and other duties as assigned. Align all works with CHS strategic plans.
- Provide leadership and guidance to ensure optimal efficiency and effectiveness. Represent the Branch and Directorate in meetings, negotiations and discussions and prepare correspondence with a wide range of internal and external stakeholders, interest groups and other government agencies.
- Manage a range of contractors, consultants and internal resources to deliver key projects for NCH.
- Oversee and support NCH to build capability and compliance with ACT Government processes for the project planning, site investigations and the development of projects and facilities management (including Business Case development, procurement phase and contracting inputs).
- Contribute to positive stakeholder engagement ensuring they receive regular and up to date information so they can assist where required, and work to ensure services are not affected as part of the project delivery requirements.
- Support the newly formed NCH to build a sustainable support network across government to key project and procurement stakeholders, such as Infrastructure Canberra and Procurement ACT.
- Develop and maintain project and financial reports and programs necessary to report and track project progress, financial status and appropriately escalate issues and risks through governance structures and Executive.
- Maintain records and project documentation of all projects to ensure transition from delivery phase to operations is seamless. Coordinate works and handover with NCH Facilities.

Qualifications
Specific responsibilities include but are not limited to the following.
Essential
- Hold a relevant professional qualification in Engineering, Architecture or Project Management and/or extensive understanding and demonstrated experience leading project scoping, project procurement and project delivery in an operational setting.
Desirable
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.
Experience
Specific responsibilities include but are not limited to the following.
Essential
- Previous experience working within an ACT Government project team, or in contracting, engineering, building, or facilities maintenance teams.
- Current white card, asbestos and silica awareness training.
- Understanding of and ability to comply fully with ACT Government Procurement Act and Regulation.
Desirable
- Project delivery experience on a live clinical or operational facility is highly desirable.
Prior to commencement
- Undergo a pre-employment National Police Check.

- Demonstrated extensive understanding and experience in the design and construction industry and capital works projects with proven ability to manage construction development processes, including project procurement, design, delivery and handover in line with ACT Government standards.
- Demonstrated exceptional leadership and well-developed organisational skills, and the ability to be proactive, flexible and to manage competing priorities while working under pressure and within tight timeframes.
- Demonstrated experience in interpersonal and communication skills with strong verbal and written (technical and non-technical) skills, high-level liaison, representation and negotiation skills including the ability to be influential with stakeholders at all levels. Specifically, demonstrated experience in building and owning strategic relationships within Government and stakeholders: industry, advisers, consultants, suppliers and contractors
- Ability to lead and monitor and determine priorities to meet deadlines, using initiative to work effectively both individually and when leading a team.
