Position Overview
The Infrastructure Safety and Risk Section provide specialised advice and oversight on all areas of construction work undertaken for Canberra Health Services. This includes planned and reactive maintenance, minor and major projects undertaken on both brown and greenfield sites. The Infrastructure Safety and Risk Section is involved of all stages of construction from concept, through design, delivery, commissioning and demolition. Frequently, this is undertaken in an operating health care environment and the inherent complex challenges that come along with the environment.
The role of the Assistant Director is to provide the Branch with accurate and timely advice to ensure relevant safety legislative requirements are adhered to. This includes review and monitoring of the Safety Management System and compliance with same by staff and contractors. Additionally, the Assistant Director will attend senior level meetings, briefings and forums.
Key responsibilities
Specific responsibilities include, but are not limited to, the following.
- Provide accurate and timely advice; and review, revise and monitor risk and safety compliance of Infrastructure and Facilities Services (IFS) Safety and Risk Management Systems as it applies to all areas of the Branch.
- Assist in the maintenance of the risk register to ensure its currency, accuracy and validity.
- Undertake incident investigations and internal audits as required and review external audits and investigations for actions and ensure close out.
- Keep abreast of changes in the Safety and Risk environment including legislation, regulations, codes of practice and industry best practice.
- Actively contribute to the development, implementation and progressive improvement of the Canberra Health Services Health and Safety Management System in relation to responsibilities of the Group.
- Monitor safety data inputs to identify trends and develop strategies for implementation to prevent unplanned events.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Position Requirements / Qualifications
Essential
- Work Safely in the Construction Industry - CPCCOHS1001A (White Card).
- Asbestos Awareness Qualification (11084NAT) or ability to obtain.
- Course in Crystalline Silica Exposure Prevention (10830NAT).
- Certificate IV in Work Health and Safety or above.
- 3+ years working as a safety professional.
- 3+ years working as a safety professional.
- Intermediate to advanced knowledge of the Microsoft Office suite of programs.
- Risk management experience.
- CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.
Desirable
- Current Senior First Aid.
- Lead auditor qualification.
- ICAM or similar lead investigator.
- Recent experience in a multi-disciplinary team in a complex legislatively and standards driven work environment.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.

What you Require (Key Selection Criteria)

- Proven experience in the management, implementation and monitoring of safety procedures in a complex multi-disciplinary environment.
- Demonstrated experience in risk management in a multidisciplinary and complex environment.
- Proven ability and experience to:
- monitor, assess and report compliance against State or Territory safety legislation and best practice standards; and
- interpret, assess and report against the adequacy of other business’ safety documentation.
- High level of oral and written communication skills, including strong interpersonal, conflict resolution and negotiation skills with an ability to build effective relationships with internal and external stakeholders.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
