Position Overview
Canberra Health Services (CHS) is focused on the delivery of high quality, effective, person centered care. It provides acute, sub-acute, primary and community‐based health services, to the Australian Capital Territory (ACT) and surrounding region.

Reporting to the Executive Director, Medicine and Critical Care, the Business Manager will provide support to the Division in the delivery of all operational functions. This will include (but not limited to) overseeing the administrative functions within the department, ensuring all key performance targets are met and standard Operating Procedures are adhered to.
The Business Manager will be responsible for ensuring that the appropriate data is available, analysed and presented to support business decision making, forging the gap between financial and business management. This role will provide an increased focus on the delivery of streamlined, efficient services which are managed and benchmarked nationally. This role will lead the project management of new models of care and organisational change initiatives, while also driving ongoing development of services going forward.
Key responsibilities
Specific responsibilities include, but are not limited to, the following.
- Deliver the overall operational management of the specialties aligned to the division, while aligning the strategic objectives and relevant business plans.
- Provide high level leadership and management to administrative staff and teams.
- Identify opportunities and develop plans for service redesign, utilising project management, change management and improvement techniques in line with the corporate strategy.
- Be responsible for the delivery of internal and external performance targets relevant to each specialty and to support the ED and Unit Director in achieving service change as appropriate.
- Be responsible for the performance monitoring of activity on a daily basis, to support the achievement of CHS targets and monitor subsequent actions required.
- Manage the coordination and preparation of consumer complaints, correspondence, Government Business including Ministerial, Questions on Notice, Cabinet submissions, Assembly material, Executive briefings and correspondence as well as providing advice on these matters to ensure the quality and consistency of the Directorate’s responses.
- Develop and maintain positive working relationships with staff and key stakeholders across all areas of Canberra Health Services, the wider ACT Government, the ANU College of Health and Medicine and medical organisations.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Position Requirements / Qualifications
Essential
- Relevant qualifications in public sector management and/or relevant public sector experience.
- CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.
Desirable
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework and all other related frameworks.

What you Require (Key Selection Criteria)
These are the key selection criteria for how you will be assessed in conjunction with your resumé and experience.
- Proven extensive experience in providing strategic advice, leading innovation and redesign, and in leading and managing cultural and organisational change within a multi – professional environment.
- Demonstrated ability of delivery of internal and external performance targets relevant to business operations, supporting the Division of Medicine and Critical Care in achieving service change and timely care.
- Proven skills in negotiating, developing and managing cooperative relationships, and successfully resolving issues through constructive communication. Capable of operating with a high degree of independence to develop, adapt, and execute work plans and determination of priorities.
- Highly developed written communication skills with demonstrated abilities in designing and documenting policies, processes, education materials and complex submissions, briefings, reports for diverse audiences.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays’ behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
