The People and Culture (P&C) Division is responsible for providing strategic leadership, advice and operational implementation of human resource strategies relating to a diverse range of human resource and industrial relations functions across CHS. Working closely with CHS Divisions, the P&C portfolio delivers strategically aligned workforce solutions in areas including people, policy and strategies, change management, human resource management, Work Health and Safety, organisational development, diversity and inclusion, general clinical and leadership training, workforce planning, industrial and employee relations, pay and benefits, rewards and recruitment. The Talent Acquisition and Employee Experience team within the P&C Division focuses on the full lifecycle of recruitment including researching, sourcing, attraction, recruitment, and onboarding of selected workforce resources for CHS. The priorities for this team are driven by strategic and operational needs.

The Team Leader will support the Talent Acquisition Team to facilitate the supply of a skilled and responsive workforce across all CHS sites and service areas. This includes leading and supporting team members to deliver high-quality, contemporary talent acquisition services to prospective employees, alongside providing exceptional customer service to hiring managers.

Under broad direction, the role plays a key part in delivering day-to-day recruitment, human resource, and contract management support and advice to managers across CHS on all matters relating to recruitment and workforce arrangements. The position contributes to the effective delivery of end-to-end recruitment services across a diverse range of portfolios, ensuring a consistent, efficient, and compliant approach to workforce acquisition.

Key Responsibilities

Under limited direction of the Senior Director Talent Acquisition, you will:

  1. Oversee a team responsible for Canberra Health Services recruitment activities for a specified stream and provide team leadership and foster collaboration with other streams as required.
  2. Lead or participate in relevant talent acquisition projects and policy development along with conducting recruitment specific training programs.
  3. Manage employment arrangements for employees under Enterprise Agreements, and contractors as required. Ensuring recruitment activities are compliant with ACTPS polices and legislation.
  4. Manage end-to-end contemporary recruitment campaigns including attraction, selection, credentialling and onboarding, and the ongoing maintenance of candidate pools.
  5. Prepare reports, briefs, correspondence and submissions on recruitment issues related to your relevant stream.
  6. Co-ordinate and collaborate with key stakeholders and the wider talent acquisition team to deliver against forecasted vacancies and undertake stream specific talent acquisition activities.
  7. Undertake other duties appropriate to this level of classification which contribute to the operation of the talent acquisition team to align with CHS’s focus of delivering quality care for the community.

  • Proven experience in recruitment within large, complex or multidisciplinary environments.
  • Strong experience utilising and maintaining complex HR and Recruitment Data bases.
  • Highly proficient use of Microsoft 365 package.

Desirable

  • Prior recruitment experience in public health or government settings will be highly regarded.
  • Previous team leader experience within a complex public health setting will be highly regarded.
  • Strong knowledge of the PSM Act 1995 or PSM Standards 2016 will be highly regarded.
  • Experience or knowledge of the CHS Exceptional Care Framework and all other related frameworks.

What you Require (Key Selection Criteria)

These are the key selection criteria for how you will be assessed in conjunction with your resumé and experience.

  1. Knowledge and/or experience delivering contemporary talent acquisition services, and Recruitment and Selection procedures ideally in a public service, or health and community services environment.
  2. Proven experience in managing teams in a high pressure and high output area, and the ability to organise workloads and manage competing priorities.
  3. Demonstrated high-level interpersonal and communication skills, including the ability to negotiate, influence and build effective relationships with a diverse range of stakeholders.
  4. Experience in the use of HR information systems and databases, including the ability to produce accurate reports and maintain data integrity. Experience with Oracle based systems will be highly regarded.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
