Position overview
The Senior Director, Industrial is responsible for leading a small team of HR Professionals to deliver strategically aligned industrial relations solutions.
As a key leader within the People and Culture Branch, Senior Director Industrial will collaborate with leaders across CHS, unions and CMTEDD to ensure that the industrial framework in CHS is responsive to the organisations needs while having regard to the interests of all stakeholders.
Key Responsibilities
Specific responsibilities include, but are not limited to, the following.
Highly experienced Industrial Relations Strategist with outstanding analytical ability to advise the CHS Executive on innovative employment practice.
- Implement a strategic approach to the development of employment conditions for CHS employees consistent with the needs and obligations of the organisation.
- In partnership with the Senior Executive, undertake the development, negotiation and implementation of enterprise agreements, Attraction Retention Incentives and Visiting Medical Officer contracts and matters relating to the employment framework for Canberra Health Services employees.
- Manage and provide high quality technical and policy advice on employee relations matters and industrial relations issues relating to the operation of relevant legislation, awards and enterprise agreements.
- Develop and maintain strong relationships with Executives across CHS.
- Undertake consultation, liaison and negotiations with relevant unions and employee representatives in relation to industrial matters affecting the operations of the portfolio.
- Develop complex briefs, ministerial and other correspondence on industrial relations issues.
- Represent Canberra Health Services in industrial relations fora as required.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications
Specific qualifications include, but are not limited to, the following.
Essential
- Tertiary qualifications or equivalent in Industrial Relations or Human Resource Management.
Desirable
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
Experience
Specific experience includes but is not limited to the following.
Essential
- Significant expertise dealing with complex matters, including Enterprise Agreement negotiations and communication with our Union partners.
Desirable
- Knowledge of and experience in dealing with the issues affecting a complex health workforce.
- Experience or knowledge of the CHS Exceptional Care Framework, and all other related frameworks.

Computer literacy skills are required, which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.
What you Require (Key Selection Criteria)

- A proven track record in developing, coordinating and managing a collective agreement process and subsequent implementation in a complex public sector environment.
- Demonstrated experience in establishing and developing effective relationships with key stakeholders (senior management, line-managers, employees and union officials) through the determination of needs, management of processes, delivery to specified standards, and instigation of continuous review processes.
- Extensive experience as an industrial advocate, dealing with complex industrial/employee matters and the ability work in partnership with employees and unions to improve productivity, quality, employee satisfaction and customer service.
- Demonstrated comprehensive written and oral communication skills, including the ability to provide clear, concise and sound advice to senior managers.
- Highly developed communication, consultative, interpersonal and negotiating skills applicable to an environment of change and with a strong focus on customer service.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
