Position overview

The Decision Support Unit (DSU) is led by an Executive Group Manager reporting to the Chief Operating Officer within Canberra Health Services (CHS). The DSU’s role includes:

  • Promoting accountability to achieve strategic goals and building organisational capability to align Activity Based Funding (ABF) and Operational Planning
  • Provision of ICT Services for CHS
  • Provision of data quality
  • Provision of Health Information Services
  • Provision of decision support services to enable operational and non-operational planning and quality reporting.

Health Information Services (HIS) provides a range of services including the provision of health records and personal health information for patient care, research, quality improvement, education, and medicolegal purposes; clinical record scanning and management; clinical coding and casemix data generation and patient identifier management.

Reporting directly to the Executive Group Manager (EGM) of the Decision Support Unit (DSU), the Senior Director Health Information Service (HIS) is responsible for providing strategic direction, and leadership for clinical records and heath information management functions incorporating both service improvement development and performance monitoring to meet the medical, legal, ethical and administrative requirements of health care delivery across Canberra Health Services.

This senior role will lead a team of managers and professionals who support health information operational teams including:

  • Identify  management and chart corrections in the Digital Health Record (DHR)
  • Clinical  record scanning
  • Release of  Information and record access for research and quality purposes
  • Clinical  record management across CHS including community-based services
  • Clinical  coding and clinical documentation improvement
  • Data quality activities including KPI monitoring and reporting
  • User access auditing

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

  • Provide management, leadership, strategic direction and oversight of Health information Services (HIS) across CHS, including the management of financial, physical and human resources.
  • Develop and implement CHS policy, priorities, and work standards in relation to the management of clinical records and health information.
  • Ensure compliance with privacy and health record legislation and Territory Records office requirements in relation to health record management, record access and release of information.
  • Oversee the management, planning and delivery of clinical coding, data integrity and clinical documentation improvement activities and data reporting.
  • Monitor service demand, identify opportunities for process and system improvements, and develop and implement strategies to achieve increased efficiencies in service delivery.
  • Lead and promote the accurate, complete and timely documentation of clinical information in the Digital Health Record and maintain data integrity.
  • Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

  • Tertiary qualifications or equivalent in Health Information Management.

Essential

  • Minimum three years’ experience in a Senior HIM role and demonstrated experience in leading and managing the performance of HIS teams.
  • A thorough knowledge of Australian Standards in relation to paper-based and/or digitised (scanned) health record system requirements.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

  1. Proven and extensive experience in the management of health information services in a tertiary hospital environment including a comprehensive knowledge of the current and future trends in health information management and demonstrated ability to manage and monitor activities, people, finance and physical resources to ensure services are delivered at the highest standard within available resources.
  2. Demonstrated ability to provide high level leadership, with to manage consultative processes and to formulate strategic directions within a changing environment.  Highly effective oral and written communication skills including the demonstrated ability to establish and maintain effective relationships with internal and external service providers and stakeholders.
  3. A strong understanding of Clinical Coding, Casemix, and DRG classification systems. Together with, demonstrated expert knowledge of regulations, legislation, policies and procedures with experience in the interpretation and application of health record and privacy legislation in relation to clinical records and the management of sensitive personal health information.
  4. Well-developed problem solving and analytical skills including the ability to make sound judgements and decisions regarding health information management, quality improvement and service delivery.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
