Facilities Management (FM) Branch is part of IHSS and is responsible for planned and reactive maintenance, asset management, engineering and project services, safety and risk and management of utilities, contracts and leasing for the CHS property portfolio across the ACT.
The Senior Director of Maintenance will report to the IHSS Executive Group Manager and will be responsible for leading a team of internal trade staff and contractors and strategically managing planned and reactive maintenance activities across Canberra Hospital and off-site facilities.
The Senior Director of Maintenance will have a detailed and extensive knowledge of facilities management including a comprehensive knowledge of relevant Compliance, Australian Standards, Legislation, Regulations, Code of Practice and the ability to interpret and apply CHS Policies and Procedures.
The incumbent will provide outstanding leadership and management skills, have extensive negotiation skills and be able to represent at a senior level on behalf of the organization. The position is crucial to the support of patient care by ensuring the day-to-day maintenance and operations of facilities, including the management of staff and financials (budget).
Key Responsibilities
Specific responsibilities include, but are not limited to, the following. You will:
- Lead and manage the day-to-day management of facility maintenance staffing (including the on-call program), financial (budget) and/or physical resources, involving a considerable variety of activities requiring extensive co-ordination and integration.
- Independently develop, implement and manage compliance and governance of planned and reactive maintenance undertaken by internal trade staff and contractors.
- Have high level written and verbal communication skills, representing and negotiating on behalf of Facilities Management and Canberra Health Services on significant and complex infrastructure matters.
- Develop and implement Business Continuity Plans to enable essential services to be delivered within minimal disruption including the management of exercise activities to validate the effectiveness of the Plans.
- Develop, implement, and report on progressive improvement of Facilities Management policies and procedures relating to FM best practice maintenance and asset management activities.
- Manage and support minor procurement activities relating to planned and reactive maintenance and/or the replacement of plant and equipment.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

- Extensive knowledge and significant proven experience in a senior position managing building maintenance or projects in relation to building services and infrastructure.
- Well-developed leadership qualities, including the ability to inspire and motivate others to achieve goals, identify and develop the potential in others, and assess and address future workforce and capability requirements.
- Professional and personable with effective communication skills and the ability to develop and maintain effective relationships with key stakeholders within the Directorate, across Government and industry to benefit the quality-of-service delivery from Facilities Management.
- Adaptability and flexibility to accommodate change and provide responsive services to meet clients’ needs.
- An organised approach to work, managing competing priorities and attention to detail on work undertaken.

Qualifications and Experience
Essential
- Hold a relevant professional qualification in Engineering, Architecture, Project Management or accreditation with a professional body recognised within Australia; or
- Hold a relevant building degree; or
- Have significant building or infrastructure knowledge and/or project management experience at a senior level.
- Hold a current drivers licence.
Desirable
- Knowledge and experience of the technical requirements affecting health services and assets.
- A trade qualification and/or minimum of 10 years’ experience in relation to building services.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Experience or knowledge of the CHS Exceptional Care Framework and all other related frameworks.

- Significant leadership and management experience in planned and reactive maintenance for large facilities including the management of staff (including the on-call program), financial management, and/or physical resources.
- Demonstrated experience at a senior level to develop, implement, manage, and evaluate planned and reactive maintenance compliance and governance processes.
- Proven knowledge and application of the National Construction Code, Codes of Practice, and relevant Australian Standards in a multi-disciplinary engineering environment including an understanding of Government Procurement directions.
- Highly developed interpersonal, oral and written communication skills include the ability to interact, liaise, coordinate with and negotiate with other business units, stakeholders, clients, suppliers, and contractors.
- Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays’ behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
