The Infrastructure and Health Support Services, Facilities Management Division, is responsible for planned and reactive maintenance, asset management, utilities and contracts and leasing for the Canberra Health Services property portfolio across the ACT.

The Infrastructure Safety and Risk Section provide specialised advice and oversight on all areas of construction work undertaken on behalf of Canberra Health Services. This includes planned and reactive maintenance as well as minor and major construction projects on both brown and greenfield sites.

The role of the Safety and Risk Officer is to apply their safety and risk expertise to support project, and maintenance works to meet relevant Legislative, Australian Standard and Canberra Health Services requirements. This includes (but is not limited to) site surveillance and monitoring of compliance on nominated construction sites. The Safety and Risk Officer will also be expected to assist with the implementation and maintenance of safety and risk management systems and processes that align to the strategic goals and objectives set by the Division.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

  1. Provide administrative support for activities within the scope of the Section, including but not limited to:
    • Contractor Management:
      • Review, develop, and implement induction packages.
      • Provide advice on CHS contractor requirements.
    • DISST:
      • Review DISST applications and represent ISAR in DISST forum and associated meetings.
      • Assist with system documentation improvements.
    • Divisional WHSC:
      • Attend and assist with the running of the committee and actioning tasks.
    • Risk Register:
      • Assist with the ongoing maintenance of nominated risk management systems and tools
        (e.g. Risk Register) to ensure currency, accuracy, and validity.
  2. Provide relevant and timely advice to stakeholders ensuring all construction and maintenance works conducted on CHS sites are undertaken in accordance with the highest possible safety standards.
  3. Undertake task observations to ensure safety compliance in the workplace including maintenance and project works.
  4. With consideration of Divisional objectives and goals, actively contribute to the development, implementation, and progressive improvement of nominated Work Health Safety Management Systems and their associated outputs. This may include, but is not limited to:
    • Undertake and/or participate in auditing and accreditation activities.
    • Keeping abreast of changes in the Safety and Risk environment e.g. Legislation, regulations, code of practice, Australian Standards etc.
    • Assist with development and implementation of IHSS processes and safe systems of work.
    • Responding to and assisting with incident investigation processes.
    • Broadly contributing to a culture of quality improvement within the organisation.
  5. Assist with incident response and provide advice and support to IHSS managers and workers on matters that include hazard identification, risk management and workplace inspections.
  6. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

  • Have or quickly obtain:
    • General Construction Induction Card (White Card or other jurisdiction equivalent).
    • 11084NAT Course in Asbestos Awareness (Or equivalent).
    • 11348NAT – Course in Working Safely with Asbestos Containing Materials (Or equivalent).
    • 10830NAT – Course in Crystalline Silica Exposure Prevention (Or equivalent).
    • Certificate IV in Work Health and Safety (or equivalent certification/qualification).
    • A current Australian drivers licence.

  4. Well-developed written and oral communication skills, including strong interpersonal, conflict resolution and negotiation skills.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays’ behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
