Quality, Safety and Governance

The Quality, Safety and Governance team provides leadership for corporate and quality and safety, assurance, and governance systems and processes, supporting all other clinical and operational areas within the Canberra Health Services Network to deliver exceptional health care. It includes Quality and Safety, National Standards and Accreditation, Internal Audit, Risk Management and Compliance, Medico Legal, Corporate Records, Strategic Communications, Clinical Incident Management, Policy and Strategy areas. Position overview

Under limited direction of the Director, you will be the key point of contact for support in relation to all aspects of quality and safety for your allocated General Manager portfolio and network quality improvement project/s. The position will also provide expert knowledge and support on National Safety and Quality Health Service Standards (National Standards) and to committees. In partnership with the QSG division and executive leaders, you will be responsible for the coordination and monitoring of the safety and quality agenda through the planning, implementation, maintenance, monitoring and reporting of systems to support quality and safety and clinical governance. You will provide sound advice, support and leadership in the delivery of person-centred, safe and effective care, clinical variation and quality improvement.

Key Responsibilities

Under the limited direction of the Director, National Standards and Accreditation, you will:

  1. Work in partnership with executive and clinical teams to provide leadership for agreed network quality improvement projects and clinical governance.
  2. Provide education and coaching to build capacity within teams across the CHS network in clinical variation and quality improvement, deliver new initiatives and embed improvement to enhance the patient experience.
  3. In partnership with the QSG leadership team, Clinical Analytics and Insights team, and Decision Support Unit analyse datasets to identify areas for improvement. Your role will be to report to the appropriate governance committee/s providing high-level advice for actions required for improvement. You will also support teams in the development of action plans to monitor improvement, and delivery of quality improvement activity.
  4. Provide advice in setting agendas for divisional/portfolio Safety and Quality Committees. This includes the collation and analysis of data from a range of quality and safety data sources, including but not limited to incident management, clinical audits, consumer feedback, recommendations and improvements to meet National Standards, including overdue policies and procedures provided by QSG.
  5. In partnership with clinical staff and executive, provide leadership in the implementation and monitoring of the National Standards. This may include review and upload of evidence and provision of education of Process, Improvements, Consumers, Monitoring, Reporting and linkages to other systems (PICMoRs).
  6. Participate in divisional activities and represent the Quality, Safety and Governance Division across CHS.
  7. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications and Experience

Specific responsibilities include, but are not limited to, the following.

Essential

For Nurses:

  • Relevant post graduate qualifications in nursing, health management or leadership.
  • Be registered or be eligible for registration as a Registered Nurse with the Australian Health Practitioner Regulation Agency (AHPRA).
  • Minimum of 4 years’ experience working professionally in the healthcare setting across a number of fields.

For Health Professionals:

  • Relevant Health professional Tertiary qualifications and recent work experience in a related field in a health care setting.
  • Be registered or be eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA) or be eligible for membership of the appropriate professional organisation.
  • Minimum of 4 years’ experience working professionally in the healthcare setting across a number of fields.

For Medical Officer:

  • Relevant tertiary qualifications and a minimum of 4 years full time equivalent experience working professionally.
  • Eligible for registration with the Medical Board through AHPRA.
  • Recent understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
  • Patient/consumer/carer focused.
  • High level of emotional intelligence and strong engagement skills.
  • Proactive with strong organisational skills, able to work independently and within a team environment.

Desirable

For Senior Officer Grade C:

  • Minimum of 4 years’ experience working professionally in the healthcare setting across a number of fields.

  • Comply with Canberra Health Services Occupational Assessment, Screening and Vaccination policy.
  • For Doctors - Comply with Canberra Health Services Credentialing and scope of clinical practice requirements for medical professionals.
  • For Allied Health Professionals - Comply with CHS credentialing and scope of clinical practice requirements for allied health professionals.

Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

  2. Proven experience in safety and quality data benchmarking, analytics and quality improvement methodologies and their application.
  3. Proven high level communication and interpersonal skills, and the ability to engage, partner, influence and liaise with a range of professional disciplines and stakeholders including experience preparing complex written material of a high standard including project documentation, reports briefings and correspondence.
  4. Proven analysis and problem-solving ability within a project or program environment and demonstrated ability to work with minimal supervision, to set priorities, monitor and manage workflow and meet objectives.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
