Position overview
The Infrastructure and Health Support Services, Facilities Management Division, is responsible for planned and reactive maintenance, asset management, utilities and contracts and leasing for the Canberra Health Services property portfolio across the ACT.
The Minor Works Project Manager will be responsible for managing several capital infrastructure projects, ensuring that they are delivered on time and within budget, whilst minimising any delays and reductions in the services offered across the various CHS Facilities. Accurate project reporting is vital, with monthly finance and program updates required to ensure that key projects milestones and performance indicators are being met.
The Minor Works Project Manager will be required to engage with a diverse range of stakeholders and manage their expectations to deliver agreed project outcomes. A key component of stakeholder management will be the responsibility for conducting high level interface and coordination between FM, consultants, contractors, other CHS operational support teams and Clinical Service Delivery areas. This will involve communication between various stakeholders, clear documentation of project scope requirements, coordination of multiple project activities, ensuring clinical services are not affected and managing shutdowns or interruptions to infrastructure services required on projects
Key Responsibilities
Specific responsibilities include, but are not limited to, the following.
- Deliver and manage projects assigned, ensuring that relevant project planning documents are developed, and time, cost and quality aspects of assigned projects are monitored and controlled.
- Lead the planning and implementation of assigned projects; facilitate the definition of project scope, budgets, goals and deliverables, and ensure that all relevant stakeholders are identified and engaged during the planning, design and delivery phases of the assigned projects.
- Manage the procurement activities associated with the delivery of assigned projects, including the preparation of consultant engagement briefs and tender packages for design and construction activities, ensuring that feedback is sought from various stakeholders and all relevant policies and procedures are adhered to.
- Monitor construction activity on site, undertaking all required Work Health and Safety inspections as required and documenting outcomes.
- Monitor assigned projects, ensuring that milestones and performance indicators are met, identify issues and/or escalating concerns, with mitigation strategies identified.
- Manage budget allocation and expenditure, including preparation of monthly financial status reports for each assigned project.
- Stakeholder management throughout the delivery of projects, ensuring they receive regular and up to date information so they can assist where required, and work to ensure services are not affected as part of the project delivery requirements.
- Contribute to a culture of quality, contributing to quality improvement and accreditation activity of the Branch more broadly.
- Undertake other duties appropriate to this level of classification which contribute to the operations of the section

- Hold a relevant professional qualification or accreditation with a professional body recognised within Australia; or

Experience
Specific experience includes but is not limited to the following.
Essential
- Have significant building or Infrastructure knowledge and/or project management experience.
- CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required, which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.
Desirable
- Experience in the delivery of infrastructure projects within an operating health environment, or other critical environments where maintaining continuity of services is essential
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Experience or knowledge of the CHS Exceptional Care Framework, and all other related frameworks.

What you Require (Key Selection Criteria)
These are the key selection criteria for how you will be assessed in conjunction with your resumé and experience.
- Demonstrated project management experience in a construction environment, including an ability to manage a number of construction projects concurrently, in the various stages of planning, design, procurement, delivery and commissioning.
- Proven high level stakeholders management skills, including the ability to engage with and gain co-operation from internal and external stakeholder groups, through well-developed facilitation, interpersonal, conflict resolution and negotiation skills.
- Highly developed verbal and written communication skills with demonstrated ability to prepare project briefs, monthly reports, tender documentation, tender evaluation reports and other briefs/Government documents as required.
- Demonstrated ability to apply Government Processes and promote compliance with legislation in the public service, including demonstrated experience in Government procurement activities related to construction projects.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
