Facilities Management (FM) Branch is part of IHSS and is responsible for planned and reactive maintenance, asset management, engineering and project services, safety and risk, utilities, and contracts and leasing for the CHS property portfolio across the ACT.

This project focussed role will represent FM in the delivery of selected high-profile projects, ensuring that projects are compliant with CHS asset management requirements, standard inclusions, and project specifications. The role is currently based at North Canberra Hospital and is part of the northside hospital redevelopment project.

This role will represent FM from project inception to completion and will inform project design and construction methodologies, while overseeing testing and commissioning activities, submission of completion documentation, asset transfer, defect liability actions and transition to operation. Central to the role is ensuring that FM project engagement processes are followed, while maintaining productive and positive relationships with stakeholders.

This role will provide support to FM Directors, communicate professionally and work with flexibility, efficiency, and diplomacy individually, and as part of the broader FM team.

This position will work in close collaboration with a diverse range of stakeholders including partner government agencies, Infrastructure Canberra, ACT Health Directorate, CHS Capital Project Delivery, Clinical stakeholders, incumbent maintenance contractors and design consultants to deliver these key responsibilities.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following:

  1. Lead and manage the coordination of FM services in a major project setting, to ensure alignment of project deliverables with FM Asset Management procedures, CHS Standard Inclusions and Specifications.
  2. Attend and actively represent FM at project meetings including PCG’s, design user group and risk workshops, design and commissioning workshops, and throughout the post completion phase of project works.
  3. Facilitate transfer of information from FM to the project team, inclusive of as-built drawings, asset management template documentation, engineering reports and equipment service and maintenance history.
  4. Undertake regular inspections and audits of project works, inclusive of project documentation and specifications, to ensure compliance with CHS FM specifications and standard inclusions.
  5. Identify and escalate project risks which may impact on FM service delivery through FM governance structures to ensure risks are assessed and reviewed by key stakeholders.
  6. Provide advice and guidance to the project delivery team on FM service requirements and improvement opportunities to align and ensure consistency with CHS asset management processes.
  7. Operate as a key stakeholder in the project commissioning process including overseeing commissioning plan review, witness and acceptance testing, scenario testing and participation in hold point and defect inspections.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Competencies

Specific competencies include but are not limited to the following:

  • Extensive knowledge with a minimum of ten years’ experience in asset management, building maintenance, and project interface roles in relation to building services and infrastructure.

  • High-level interpersonal skills to influence and provide key information to support decisions made by a diverse stakeholder group.
  • Professional and personable with the ability to develop and maintain effective relationships with key stakeholders within the Directorate, across Government and industry to benefit the quality-of-service delivery from Facilities Management.
  • An organised approach to work, managing competing priorities and attention to detail on work undertaken.

Qualifications and Experience

Specific qualifications and experience include, but are not limited to, the following.

Essential

  • Hold a relevant professional qualification in Engineering, Architecture, Project Management or accreditation with a professional body recognised within Australia; or
  • Hold a relevant building degree; or
  • Have significant building and Infrastructure knowledge and/or asset management experience, with a minimum of ten years’ experience in a variety of challenging infrastructure related roles.
  • Have experience in developing and implementing building management related procedures and policies, strategies, and initiatives.
  • Hold a current driver’s licence.

  2. Strong analytical and problem-solving skills, with the ability to develop practical solutions to complex infrastructure challenges.
  3. Demonstrated knowledge of building management policies, codes of practice, Australian Standards, Australasian Health Facility Guidelines, and their application to healthcare operations.
  4. Highly developed interpersonal, oral and written communication skills including the ability to liaise with, negotiate and influence a wide range of stakeholders on complex or sensitive issues.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays’ behavior consistent with CHS’s values of reliable, progressive, respectful and kind.
