Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) provides health services directly and through partnerships with community organisations. The services provided range from prevention and treatment to recovery and maintenance and harm minimisation. Consumer and carer participation is encouraged in all aspects of service planning and delivery. The Division works in partnership with consumers, carers and a range of government and non-government service providers to ensure the best possible outcomes for clients.
The Division delivers services at a number of locations, including hospital inpatient and outpatient settings, community health centres, detention centres, other community settings including peoples’ home. These services include:
- Adult Community Mental Health Services (ACMHS)
- Adult Inpatient Mental Health Services (AIMHS)
- Alcohol & Drug Services (ADS)
- Child & Adolescent Mental Health Services (CAMHS)
- Justice Health Services (JHS)
- Forensic Mental Health Services (FMHS)
- Older Persons Mental Health Services (OPMHS)
The position is situated within the Older Persons Mental Health Services (OPMHS) program area, which is a specialist mental health service that provides care and support for people aged from 65 years of age, or for Aboriginal and Torres Strait Islander people from 50 years of age. OPMHS program area provides evidenced based and personalised care planning for recovering people while also collaborating with carers, Nominated Persons, supports and other key stakeholders.
OPMHS teams operate across the Australian Capital Territory, adhering to the Older Persons Mental Health Services Model of Care. The OPMHS program area provides specialist moderate to severe mental health services in the North Canberra Hospital Older Persons Mental Health Inpatient Unit (Banksia Ward) and also provides intake, assessment and case management services through the Older Persons Mental Health Community Team.
Key Responsibilities
Specific responsibilities include, but are not limited to, the following.
- Provide strategic direction, leadership, planning and evaluation for a multidisciplinary program.
- Work collaboratively with the multidisciplinary team to ensure high quality and sustainable health services across the program. This will be achieved through effective implementation of clinical and corporate governance systems, including incident management, clinical review, performance management, learning and development, recruitment activities, administrative support, data collection/analysis, budget management and financial control.
- Lead and promote a commitment to customer service and ensure integration with other relevant services, including external and community agencies, to achieve the effective provision of a comprehensive and responsive health service.
- Actively engage in the Health Infrastructure program, including service redesign and model of care development.
- Ensure compliance with the National Standards for Mental Health Services, ACHS and National Health Standards, and meet all legal and statutory obligations associated with the operation of the program.
- Implement relevant aspects of the CHD and divisional Business Plans in close collaboration with the multidisciplinary team as well as internal and external stakeholders, including carer and consumer organisations.
- Manage relationships with relevant health unions and associated industrial processes to ensure sound industrial relations within the program.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications
Essential
- Tertiary qualifications (or equivalent) in health or a related discipline are essential.
- Be registered under the Working for Vulnerable People Act.
Desirable
- Postgraduate qualifications in management field are highly desirable.
- Current Driver’s license.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Fulfil the responsibilities of this role as detailed in the CHS Exceptional Care Framework and all other related frameworks

- Several years’ work experience in a similar role and role environment.
- Experience or knowledge of the CHS Exceptional Care Framework and all other related frameworks.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

- Proven and extensive experience in the development and management of a complex multidisciplinary health service.
- Demonstrated ability to provide high level leadership, to manage consultative processes and to formulate strategic directions within a changing environment including a proven track record in managing a complex change agenda.
- Proven ability to manage financial, physical and human resources and a commitment to learning and development, education and research.
- Proven experience in developing and managing systems for clinical governance and quality improvement, including knowledge of evidence-based and contemporary health care practices with consideration of National and Territory wide policies and plans.
- Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
