Position overview

Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) provides health services directly and through partnerships with community organisations. The services provided range from prevention and treatment to recovery and maintenance and harm minimisation. Consumer and carer participation is encouraged in all aspects of service planning and delivery. The Division works in partnership with consumers, carers and a range of government and non-government service providers to ensure the best possible outcomes for clients.

The Division delivers services at a number of locations, including hospital inpatient and outpatient settings, community health centres, detention centres, other community settings including peoples’ home. These services include:

  • Adult Community Mental Health Services (ACMHS)
  • Adult Inpatient Mental Health Services (AIMHS)
  • Alcohol & Drug Services (ADS)
  • Child & Adolescent Mental Health Services (CAMHS)
  • Justice Health Services (JHS)
  • Forensic Mental Health Services (FMHS)

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

  1. Provide strategic direction, leadership, planning and evaluation for a multidisciplinary program
  2. Work collaboratively with the multidisciplinary team to ensure high quality and sustainable health services across the program. This will be achieved through effective implementation of clinical and corporate governance systems, including incident management, clinical review, performance management, learning and development, recruitment activities, administrative support, data collection/analysis, budget management and financial control.
  3. Lead and promote a commitment to customer service and ensure integration with other relevant services, including external and community agencies, to achieve the effective provision of a comprehensive and responsive health service.
  4. Actively engage in the Health Infrastructure program, including service redesign and model of care development.
  5. Ensure compliance with the National Standards for Mental Health Services, ACHS and National Health Standards, and meet all legal and statutory obligations associated with the operation of the program.
  6. Implement relevant aspects of the CHD and divisional Business Plans in close collaboration with the multidisciplinary team as well as internal and external stakeholders, including carer and consumer organisations.
  7. Manage relationships with relevant health unions and associated industrial processes to ensure sound industrial relations within the program.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

  • Coordinate and assume responsibility for complex or sensitive projects or work programs that have strategic, political and/or operational significance.
  • Ability to mentor and guide diverse teams and external parties in a collaborative and influential manner.
  • Respond to and prioritise competing and often urgent requests in a calm and efficient manner while also maintaining high work standards and accuracy.

  • Tertiary qualifications (or equivalent) in health or a related discipline are essential.

  1. Proven and extensive experience in the development and management of a complex multidisciplinary health service.
  2. Demonstrated ability to provide high level leadership, to manage consultative processes and to formulate strategic directions within a changing environment including a proven track record in managing a complex change agenda.
  3. Proven ability to manage financial, physical and human resources and a commitment to learning and development, education and research.
  4. Proven experience in developing and managing systems for clinical governance and quality improvement, including knowledge of evidence-based and contemporary health care practices with consideration of National and Territory wide policies and plans.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
