Delivery of health services occurs in an increasingly dynamic environment with changing community expectations, government priorities and technological advances.

CHS is responsible for the planning and implementation of the program of operational commissioning activities, the Campus Modernisation team manages the strategic infrastructure program which includes projects with a capital value of more than $50milion.

Operational commissioning requires an equal degree of time, effort and planning as the physical construction of major health infrastructure; however, it focuses on the operational aspects of preparing the workforce, service providers and community for the commencement and opening of the new infrastructure. The discipline of planning and implementation of the operational commissioning activities are executed as a co-ordinated complement to the design and construction program.

Operational commissioning programs plan for:

  • a change management strategy aligned to  contemporary models of care, standards, operating procedures, systems and technologies.
  • building systems and processes integrated  with clinical procedures that are tested under a controlled and robust framework.
  • potential risks to patient care, safety and  security are identified and mitigated.
  • recurrent budget profiles including staff,  consumables and services.
  • development of specific workforce training  and education materials for staff and service providers.
  • robust documentation records of client  consultation and detailed evidence submissions to the Project Executive  Sponsor to support endorsement milestones.

The Operational Commissioning Project Manager will be responsible for supporting the clinical engagement and development of clinical requirements for major infrastructure projects minimising the impacts from operating within a live hospital environment. This will include supporting a range of infrastructure projects to enhance clinical services that involve demolition works, construction of new buildings and refurbishments or existing buildings.

Reporting to the Executive Group Manager Campus Modernisation, the Operational Commissioning Project Manager is responsible for delivering the workforce orientation and training program and for planning and coordinating service relocation activities. The role works closely with clinical executives, clinical staff, the project team, and infrastructure delivery partners to ensure effective implementation. A key focus is engaging internal and external stakeholders and managing expectations to ensure clinical requirements are clearly defined and agreed project outcomes are successfully achieved.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

You will:

  1. Provide and co-ordinate advice to stakeholders and Infrastructure Canberra (iCBR) on clinical requirements that relate to the design and clinical operations.
  2. Oversee the performance of the operational commissioning program and deliverables assigned to the change management and go live readiness workstreams.
  3. Work in partnership with the key stakeholders to facilitate the operational commissioning program and monitor the timely completion of change items, policy and procedures, content for education and training modules, move readiness checklists, Go / No Go checklists and post move issues management procedures.
  4. Co-ordinate staff and community engagement plans for internal and external communications, media and special events that support the operational commissioning program.
  5. Input into formal monthly reports to the Operational Commissioning Project Control Group, Project Board and other CHS Executive governance committees; along with contributing to the operational commissioning risk register including the identification of major risks, mitigation strategies and contingencies.
  6. Represent CHS in the stage completion of building commissioning activities including defect inspections, room inspection sign-off and testing.
  7. Support the staged service relocation of clinical and support services and co-ordination of post move issues management.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the Project.
