The Facilities Management (FM) Branch, a part of IHSS, is responsible for both planned and reactive asset maintenance, asset management, and the oversight of utilities, contracts, and leasing for the CHS property portfolio across the ACT.

The Facilities Operations Manager (FOM) will work collaboratively with various departments within CHS. This role involves managing maintenance activities across all Canberra Health Services facilities, including the Canberra Hospital and off-site locations. The FOM will oversee internal tradespeople and contractors, ensuring a safe, healthy, and productive workplace.

Key Responsibilities

Under limited direction of the Senior Director of Maintenance, you will:

  1. Manage planned and reactive maintenance undertaken by contractors and internal trade persons, including the management of rostered on call staff.
  2. Management and supervision of facility coordinators and trade persons, focussing on HR compliance, WHS, planned and reactive maintenance and performance reporting. Undertake regular meetings, such as toolbox talks, with internal trade persons and contractors.
  3. Undertake regular audits in relation to Work Health and Safety (WHS), and maintenance contracts, including:
    • Task observations
    • Contract maintenance performance
    • Plant room inspections.
  4. Represent FM in meetings with internal and external stakeholders, to provide client areas with a high level of customer service and in escalating issues (as required) to reach effective outcomes.
  5. Contribute to the development, implementation and progressive improvement of FM policies and procedures relating to WHS, and planned and reactive work order management.
  6. Participate in the development and implementation of FM best practice maintenance and asset management activities, ensuring efficient and effective outcomes are achieved in relation to asset lifecycle.
  7. Manage procurement activities relating to planned and reactive maintenance and/or the replacement of plant and equipment.
  8. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications and Experience

Essential

  • Significant building, Infrastructure knowledge and/or project management experience.
  • Have significant proven experience in the management of multiple facilities and building services maintenance.

Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

What you Require (Key Selection Criteria)

These are the key selection criteria for how you will be assessed in conjunction with your resumé and experience.

  1. Proven high level skills and experience in facilities and asset management, delivering planned, and reactive maintenance services, and capital upgrades through trade persons and contractors to ensure facilities are compliant.
  2. Demonstrated leadership and management experience including the management of staff and financial management.
  3. Demonstrated understanding of the National Construction Code, Codes of Practice, and relevant Australian Standards as it relates to Facilities Management repairs and maintenance activities.
  4. Highly developed interpersonal, oral and written communication skills including the ability to liaise and negotiate with a wide range of stakeholders on complex or sensitive issues.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
