Position overview
The Decision Support Unit (DSU) is led by an Executive Group Manager reporting to the Chief Finance Officer within Canberra Health Services (CHS).
The DSU’s role includes:
- Promoting accountability to achieve strategic goals and building organisational capability to align Activity Based Funding (ABF) and Operational Planning
- Provision of ICT Services for CHS
- Provision of data quality
- Provision of Health Information Services
- Provision of decision support services to enable operational and non-operational planning and quality reporting.
Health Information Services (HIS) supports a wide network of tertiary health services such as The Canberra Hospital, University of Canberra Hospital, North Canberra Hospital, Mental Health, Justice Health, Alcohol and Drug Services, Walk in Centres, Community Health Centres and specialist outpatient services. HIS provides a range of functions including scanning, health record management, release of information, patient identifier maintenance, chart correction, health record forms design and managing access to personal health information to facilitate patient care follow-up, quality improvement, education and hospital management purposes.
The Director, Health Record Integrity is responsible for strategic leadership of the operations of health record integrity functions in the Digital Health Record (DHR) including, patient identity integrity, chart correction, deficiency and discharge summary reporting, and scanning and quality assurance. The Director is responsible for monitoring compliance with the NSQHS standards pertaining to maintaining accurate and complete health records. The Director is responsible for liaising with internal and external stakeholders to ensure continual improvement of the DHR.
Key Responsibilities
Specific responsibilities include, but are not limited to, the following:
Under limited direction of the Senior Director, Health Information Services, you will be responsible for health record integrity at CHS. You will:
- Plan and coordinate the strategic operational priorities of the health record integrity teams to support the timely correction of health record and patient identification inaccuracies, discharge summary completion, and scanning and quality processes to ensure a complete and accurate health record.
- Monitor the demand for chart and identity correction services and identify opportunities for process and system improvements to enable preventative action across the CHS.
- Liaise and engage with internal and external stakeholders to enable improvement of organisational governance and processes pertaining to chart corrections, discharge summary reporting, and scanning.
- Develop, maintain, and monitor compliance to policies and procedures pertaining to health record integrity.
- Provide high level, strategic advice and support on health record integrity issues, ensuring compliance to relevant standards, regulations, policies, and legislation.
- Strategically develop CHS capability in the management of chart corrections in DHR and implement ongoing health record quality improvement activities.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications
Essential
- Tertiary qualifications or equivalent in Health Information Management (or equivalent) or eligibility for full membership of the Health Information Management Association of Australia.
Desirable
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
Experience
Essential
- 5 years record management experience, preferably with health records.
- Experience in electronic health information systems.
Desirable
- Previous experience in leading multiple teams within a health information service.
- Experience or knowledge of the CHS Exceptional Care Framework, and all other related frameworks.

Appointment to this position is conditional on being granted and retaining appropriate clearances:

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

- Well-developed problem solving and analytical skills including the ability to make sound judgements and decisions regarding health information management, quality improvement and service delivery.
