Position overview

The Decision Support Unit (DSU) is led by an Executive Group Manager reporting to the Chief Finance Officer within Canberra Health Services (CHS).
The DSU’s role includes:

    • Promoting accountability to achieve strategic goals and building organisational capability to align Activity Based Funding (ABF) and Operational Planning
    • Provision of ICT Services for CHS
    • Provision of data quality
    • Provision of Health Information Services
    • Provision of decision support services to enable operational and non-operational planning and quality reporting.
    • Supporting the efficient use of the Digital Health Record (informatics) and providing the liaison point between CHS and the DHR provider.

Reporting directly to the Director, Costing and Performance within the Decision Support Unit (DSU), the Costing Analyst, Costing and Performance is integral to the effective and accurate delivery of information to our staff and stakeholders, primarily relating to the cost and value of providing health services to the population of the ACT and surrounding region. The Unit will leverage in building reports to enhance operational reporting from multiple data sources.

As CHS transitions towards ABF environment, clinical costing becomes a critical enabler of strategic decision-making. It serves as a foundational component of ABF, providing the financial insights necessary to support informed planning and resource allocation. The role involves collaboration with clinical, operational, and financial stakeholders to ensure costing reflects clinical practice and aligns with national costing standards.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following. Under the broad direction of the Director, this position will:

  1. Assist in building comprehensive, reliable and timely clinical costing allocation model for CHS.
  2. Collaborate with clinical departments in health service to understand care pathways, resource utilisation and service delivery models.
  3. Assist in validating the clinical and financial data to support accurate patient level costing.
  4. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Qualifications and Experience

Specific qualifications include, but is not limited to, the following.

Essential

  • Strong skills using Microsoft Excel and SQL management studio.
  • To be able to provide accurate analysis of costing data to all levels of CHS management.
  • Work effectively as a team member.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

  2. Understanding of (but not necessarily experience in) formal accounting and financial reporting practices.
  3. Demonstrated ability to apply strong technical skills to critically evaluate and analyse key issues, trends, inconsistencies, and implications and to formulate sound advice based on this information.
  4. Strong interpersonal and communication skills and ability to establish and maintain strong and effective working relationships with team members, and experience in managing diverse stakeholders.
