Position overview
ADS provides information, court reports, advice, referral, intake, assessment, and support for ACT residents struggling with substance use issues. We offer services for individuals, their family and friends, general practitioners, other health professionals, and business and community groups. This also includes the provision of high-quality liaison with external stakeholders, consumers, and staff of MHJHADS.
This position reports to the ADS Police and Court Diversion Services Team Manager and involves regular liaison and collaborative work with other MHJHADS program areas, government and non-government services in the Alcohol, Tobacco and Other Drug (ATOD) and mental health sectors, and other external stakeholders.
ADS Team Members are required and supported to undertake professional development, engage in clinical supervision, participate in quality improvement and service development initiatives and contribute to multidisciplinary team processes.
About the role
This position is an Identified Position for an Aboriginal and Torres Strait Islander Senior Allied Health Professional. The role has been funded on a permanent basis through the Health and Community Services Directorate and is within ADS Police and Court Diversion Services, based within the City Community Health Centre at 1 Moore Street, Canberra City. Police and Court Diversion Services are committed to building trusting partnerships and walking together with First Nations Peoples receiving care through our services; ensuring they are supported to make strong and informed decisions relating to healthcare, and that their stories are shared appropriately within court diversionary processes.
As a First Nations Senior Allied Health Professional, you will play a vital role in delivery of culturally safe and responsive supports to Aboriginal and Torres Strait Islander Peoples receiving care through Police and Court Diversion Services.
As a designated position in accordance with Discrimination Act 1991 (Australian Capital Territory), this position is only open to Aboriginal and/or Torres Strait Islander people. Aboriginal and/or Torres Strait Islander heritage is considered essential and therefore a Confirmation of Aboriginality may be requested.
Key responsibilities
Specific responsibilities include, but are not limited to, the following:
- Delivery of high-quality clinical services in line with evidence-based practice to people who have used Alcohol, Tobacco, and/or Other Drugs (ATOD). This includes undertaking high-level comprehensive clinical assessments and providing therapeutic interventions with people seeking/receiving treatment and care for substance use concerns.
- Communicate effectively with people seeking/receiving care through ADS, their nominated support networks and other stakeholders, to address identified psychosocial needs, treatment and care planning.
- Consult, liaise and work collaboratively within a multidisciplinary team and other relevant services within government and non-government sectors, at the individual and systems level, to ensure streamlined service provision and positive individual outcomes.
- Demonstrate a level of clinical expertise and leadership relevant to working within public healthcare, ATOD, and mental health service systems; with strong ability to communicate clinical opinions effectively and with influence.
- Actively participate in clinical supervision processes, continuing professional development opportunities, mentoring of lesser experienced team members and completion of data and reporting processes for evaluating team activity against agreed targets and clinical governance requirements.
- Initiate, coordinate and contribute to quality improvement activities relating to service delivery and improvement, policies and procedures applicable to professional and organisational practices.
- Work within legislation and policies associated with clinical service delivery in this area, using evidence-based practices which follow agreed clinical standards, policies, procedures and protocols.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

- Advanced understanding of the biopsychosocial components of health and wellbeing, and ability to incorporate presenting biopsychosocial factors in development of strong clinical formulations.
- Demonstrated ability in undertaking advanced clinical assessments, formulations, and therapeutic interventions to people seeking/receiving treatment and care.
- Ability to work within a multi-disciplinary team while demonstrating high levels of clinical knowledge and leadership skills, alongside adaptability and flexibility to accommodate change and respond to novel situations.
- Strong ability to communicate, liaise and advocate effectively, with influence and demonstrating strong written and oral communication skills.
- Strong organisational skills and ability to analyse information, make and inform clinical decisions, complete tasks with minimal supervision, and provide mentorship to other team members.
- Commitment to supporting access and equity to high-quality person-centred care for people with diverse needs.
Qualifications
Specific qualifications include, but are not limited to, the following.
Essential
- Degree in Social Work
- Professional membership or eligibility for professional membership with the Australian Association of Social Workers (AASW)
- Registration under the ACT Working with Vulnerable People Act 2011
- Be registered or be eligible for general registration with Psychology Board of Australia under AHPRA.
- Demonstrated evidence of eligibility for listing on the Australian Register of Counsellors and Psychotherapists (ARCAP) as either Division A PACFA minimum Clinical Registrant or Division B ACA minimum Level 3.
- Be registered or be eligible for general registration with the Occupational Therapy Board of Australia under AHPRA.
- Either a Certificate IV in Alcohol and other Drug Studies, relevant degree with completion of associated competencies, or willingness to complete the four core competencies after commencement (training will be provided for the successful candidate).

- Demonstrated skills in advanced clinical assessment, formulation, psychoeducation, and therapeutic interventions responsive to multi-faceted needs of people seeking/receiving treatment and care for health concerns.
- Proven advanced verbal and written communication skills, including excellent clinical record keeping and the ability to communicate clinical concepts effectively to a range of stakeholders; demonstrated via the ability to establish and maintain effective working relationships with people seeking/receiving care, engagement with internal and external service providers, and collaborative work with demonstrated leadership skills within a multidisciplinary team.
- A working knowledge of available support services and policy direction in the alcohol, tobacco, and other drug sector; particularly within the ACT context and an understanding the ACT Drug Strategy Action Plan 2022-2026.
- Demonstrated experiencing in initiating, coordinating, contributing to service development, quality improvement, and/or research activities, with commitment to continuing professional development and a willingness to provide clinical supervision.
- Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful and kind.
