The People and Culture (P&C) Division is responsible for providing strategic leadership, advice and operational implementation of human resource strategies relating to a diverse range of human resource and industrial relations functions across CHS. Working closely with CHS Divisions, the P&C portfolio delivers strategically aligned workforce solutions in areas including people, policy and strategies, change management, human resource management, Work Health and Safety, organisational development, diversity and inclusion, general clinical and leadership training, workforce planning, industrial and employee relations, pay and benefits, rewards and recruitment.

The Talent Acquisition team within the P&C Division focuses on the full lifecycle of recruitment including researching, sourcing, attraction, recruitment, and onboarding of selected workforce resources for CHS. The priorities for this team are driven by strategic and operational needs.

The Assistant Director will work closely with the Senior Director to lead the Talent Acquisition team in delivering a responsive and effective workforce supply for Canberra Health Services (CHS). This role involves supporting the implementation of strategic initiatives, while providing guidance and support to team members to ensure the delivery of high-quality talent acquisition services to prospective employees and outstanding customer service to hiring managers. Operating under broad direction, the Assistant Director will play a key role in managing day-to-day recruitment, human resources, and contract management activities, with a particular focus on the Corporate and Support Services divisions.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

  • Provide daily leadership to the Corporate Recruitment stream, fostering collaboration across other streams as needed.
  • Coordinate regular audit activities to ensure compliance, including liaising with and guiding recruitment teams outside of People & Culture.
  • Serve as the initial escalation point for Stream Team Leaders, including investigating recruitment related matters and providing high-level advice under the direction of the Senior Director.
  • Assist the Senior Director on delivering strategic initiatives such as attraction campaigns, diversity target initiatives, and other high-level priorities.
  • Oversee employment arrangements for staff under relevant Enterprise Agreements, ensuring recruitment practices align with ACTPS policies and legislation.
  • Oversee governance of the CHS Recruitment and Onboarding platforms, including liaising with internal and external service providers.
  • Prepare reports, briefs, correspondence, and submissions on recruitment matters relevant to the Talent Acquisition team when required.
  • Collaborate with key stakeholders and the broader talent acquisition team to meet forecasted workforce needs and deliver stream-specific recruitment activities.
  • Undertake additional duties aligned with this classification level that support the effective operation of the talent acquisition team and CHS’s service delivery focus.

What you Require (Key Selection Criteria)

These are the key selection criteria for how you will be assessed in conjunction with your resumé and experience.

  1. Demonstrated knowledge and/or experience in delivering talent acquisition services and applying recruitment and selection procedures, ideally within a public service or health and community services environment.
  2. Proven ability to lead and manage teams in high-pressure, high-output settings, with strong organisational skills to effectively manage workloads and competing priorities.
  3. Strong interpersonal and communication skills, with demonstrated experience in high level negotiation and stakeholder engagement.
  4. Demonstrated experience in using HR information systems to support recruitment services within a complex organisational environment, including generating and interpreting reports. Proficiency with Oracle-based systems and strong capabilities in data analytics will be highly regarded.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
