Position overview
The Chief Financial Officer Division is led by the Chief Finance Officer (CFO) who reports to the Chief Executive Officer of CHS. The Division is responsible for procurement and supply chain operations, the development and maintenance of budgets, financial management, and for providing strong operational finance and performance reporting analysis across the health service.
The Procurement and Supply (P&S) Branch is part of the CFO Division and manages the organisation’s procurement requirements including goods and services acquisition, inventory management, invoice processing and delivery to hospital wards and other end users. P&S comprises four teams, Procurement Clinical Equipment, Procurement Inventory and Services, Supply Chain, and Supply Operations. P&S is accredited with Level 4 – Advanced (Lead Buyer) under the ACT Government Procurement Framework, capable of delivering all aspects of high value and high-risk procurement projects.
This position reports to the Director of Procurement and is primarily an onsite role located at the Canberra Hospital in Garran or the CHS Distribution Centre in Hume.

The role reports to the Director of Procurement and is responsible for the following core functions:
- Lead complex procurement initiatives across multiple projects, strategically balancing priorities to achieve optimal organisational outcomes while adhering to program timelines
- Deliver expert procurement guidance to key stakeholders, ensuring compliance with CHS procurement protocols and relevant legislation. This encompasses risk assessment, funding strategy development, procurement planning, and contract formulation
- Collaborate with business units to develop and maintain comprehensive procurement documentation that meets delegation requirements and audit standards
- Leverage advanced stakeholder management and communication skills to drive successful project outcomes and foster strong professional relationships
- Champion procurement best practices and demonstrate exceptional service delivery across all Supply Chain and Procurement functions
- Execute additional responsibilities commensurate with this position's classification level to support organisational objectives
Note: This position does not include direct staff supervision responsibilities but will require leadership and mentoring of other team members.

Qualifications
Essential
- Minimum three years’ experience in Procurement or similar role with transferable skills.
Desirable
- Tertiary qualification in procurement, administration, finance or similar. Clinical qualifications also considered favourably.
Experience
Essential
- Demonstrated experience in a Procurement role or similar role with a comparable skill set.
- Technical and/or government writing to inform government decision making.
- Experience in problem solving and solutions delivery.
- Experience in stakeholder management, providing support and advice to high standard.
- Demonstrated proficiency in Microsoft Office Suite with intermediate to advanced Microsoft Excel and Word capability.
Desirable
- Previous experience in a Government role with a similar skill set.
- Healthcare service and/or clinical experience.
- Experience in effective and positive leadership skills to build a positive work culture.
- Critical thinking skills that form defensible conclusions based on evidence and sound judgement.
- Negotiation skills.
- Experience or knowledge of the Government Procurement Act 2001, Government Procurement Regulation 2007 and Government Procurement Rules 2024.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
- Experience or knowledge of the CHS Exceptional Care Framework and all other related frameworks.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.
