Position overview
Mental Health, Justice Health and Alcohol & Drug Services (MHJHADS) provide health services directly and through partnerships with community organisations. The services provided range from prevention and treatment to recovery, maintenance and harm minimisation. Consumer and carer participation is encouraged in all aspects of service planning and delivery. The Division works in partnership with consumers, carers and a range of government and non-government service providers to ensure the best possible outcomes for clients.
The Division delivers services at a number of locations, including hospital inpatient and outpatient settings, community health centres, detention centres, other community settings including peoples’ homes.
These services include:
- Adult Community & Older Persons Mental Health Services
- Adult Inpatient Mental Health Services
- Alcohol & Drug Services (ADS)
- Child & Adolescent Mental Health Services (CAMHS)
- Justice Health Services (JHS)
Adult Inpatient Mental Health Services is across The Canberra Hospital (TCH), the University of Canberra Hospital (UCH), and North Canberra Hospital (NCH) sites, and includes services such as Adult Mental Health Unit, Ward 12B Mental Health Unit, Mental Health Short Stay Unit, Mental Health Clinical Liaison TCH and NCH, the Adult Mental Health Rehabilitation Unit, the Adult Mental Day Service, and Acacia Mental Health Unit (Acacia).
At this level you will provide senior leadership for the clinical and administrative operations of the NCH adult mental health inpatient unit Acacia, patient flow, and the NCH Mental Health Consultation Liaison team, and the maintenance of the therapeutic environment. This includes the day-to-day management of human, financial and material resources allocated to ensure the provision of safe, efficient, cost-effective, high-quality service to people in the inpatient units.
Key responsibilities
Under limited direction of the Operational Director, you will provide senior leadership for the multidisciplinary team and the maintenance of safe therapeutic environment and support for evidence-based clinical interventions, care coordination and person-centred care processes consistent with national standards and legislative requirements. You will report against key performance indicators and promote a learning environment for the team.
You will:
- Provide day to day leadership, management, and care coordination for Adult Acute Mental Health Services in close collaboration with the senior management team and the requirements for effective care planning within the context of an integrated multi-disciplinary team.
- Manage financial, human physical and administrative resources and the complex relationships associated with staff communications and teamwork ensuring sound workplace industrial relations.
- Manage the recovery-based journey and bed management requirements for people with mental illness to ensure access to services is consistent with clinical demand.
- Manage the integration of services and complex relationships across and within health care and related sectors, government, and statutory agencies to ensure the effective provision of integrated, comprehensive, and responsive services.
- Develop and implement comprehensive governance processes including Quality and safety systems.
- Ensure that clinical outcomes and performance indicators are kept and information systems are established and appropriately maintained.
- Implement policies, procedures and guidelines supportive clinical care and therapeutic programs for effective and efficient operations consistent with statutory requirements, National Standards and Work Health Safety legislation.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Essential
- Be registered or be eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA).
- CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates and contingencies.
Desirable
- Fulfil the responsibilities of this role in alignment to the CHS Exceptional Care Framework, Clinical Governance Framework, Partnering With Consumers Framework and National Safety and Quality Health Service (NSQHS)
- Hold or be working towards Post Graduate qualifications in nursing, health management, or a related field.
Experience
Specific responsibilities include but are not limited to the following.
Essential
- Five (5) years (8550 hours) post graduate hours of practice worked in direct or indirect roles (inclusive of 7 weeks annual leave per year)
Or
- Completion of a relevant post graduate certificate and four (4) years (6840 hours) worked in direct or indirect roles
Desirable
- Current leadership or management experience

- Demonstrated high-level leadership in the management and delivery of mental health inpatient services within a complex and dynamic environment, including the ability to effectively consult, negotiate and liaise with multidisciplinary teams, consumers, carers, and internal and external stakeholders to achieve service delivery outcomes.
- Proven experience in clinical governance and the delivery of person-centred, multidisciplinary, high-quality and safe mental health care, consistent with legislative requirements, National Safety and Quality Health Service (NSQHS) Standards, and accreditation processes.
- Demonstrated ability to lead and manage financial, human, physical and administrative resources to support best-practice mental health services, including workforce planning, risk management, and continuous improvement initiatives.
- Demonstrated understanding of contemporary mental health models of care, informed by local, Territory and National mental health policy and legislation, with highly developed communication and interpersonal skills to build partnerships, influence practice, and liaise effectively with a diverse range of internal and external stakeholders.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
