Position overview

Nurses at this level provide a competent and safe level of nursing care commensurate with experience to patients within CHS. The activities required of roles at this level are predominately clinical in nature. Nurses at this level accept accountability for their own practice standards, activities delegated to others and the guidance and development of less experienced staff.

The Nursing leadership team is responsible for the strategic and operational management of the Emergency department nursing workforce, ensuring the effective and efficient operations. This position reports directly to the Assistant Director of Nursing Emergency Department and is responsible for human resource (staff and rostering) and budgets (salaries and operational).

Key responsibilities

Specific responsibilities include, but are not limited to, the following.

Provide a Managerial and Clinical resource for defined clinical service area(s). While liaise with unit clinical leaders in planning and coordinating staffing resources by:

  • Ensuring rosters and allocation of staff within area of responsibility will provide a safe and high level of patient care
  • Monitor and take responsibility for staffing levels
  • Participate in staff recruitment, orientation, and staff development programs
  • Responsible for the management of staff issues, ensuring consistency with relevant legislation, policies, practice standards, processes, and industrial framework for nurses within clinical units
  • Accountable for allocation of and expenditure of resources within designated clinical areas. This includes the provision of accurate information on changes to staffing requirements based on ongoing assessment of need, as part of the nursing budget preparation.
  • In consultation with clinical unit leaders, make recommendations to meet the changing workload requirements in each clinical area. Focus on evaluation of the clinical needs and investigate and implement innovative models of service delivery
  • Liaise with unit Clinical Nurse Consultants to achieve an agreed standard of high-level patient centred care resulting in improved patient outcomes and enhanced patient satisfaction
  • Lead, promote and progress change processes as identified within CHS, nursing strategic and business plans. In conjunction with Clinical Nurse Consultants develop local business plans which incorporate and link to ACT Health plans and frameworks
  • Assist in the development and implementation of information systems and ensure staff receive regular feedback, education, to meet the required standard of delivery focusing on goals, continuing professional development to meet best practices and quality processes.
  • Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation

Qualifications

Specific qualifications include, but are not limited to, the following.

Essential

  • Tertiary Qualification or related qualification in nursing
  • Registered or eligible for registration with the Australian Health Practitioner Regulation Agency (AHPRA).

  • A minimum 5 years full time equivalent work experience post registration.
  • Experience or knowledge of the CHS Exceptional Care Framework, Clinical Governance Framework, and all other related frameworks.

  • Prior experience in management
  • Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role

Appointment to this position is conditional on being granted and retaining appropriate clearances.

Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies

  1. Proven recent comprehensive management and/or clinical competency relevant to the position and to manage human, financial, and material resource within a budgetary framework and in consultation with area Clinical Nurse Consultant and/or ADON/DON.
  2. Knowledge and experience in leading and managing an effective team, including appropriate rostering practices and leave management, which foster a “best” work culture/environment and comply with the current Nursing and Midwifery Enterprise Agreement.
  3. Demonstrated ability to work within a multi-disciplinary team and to both communicate effectively and foster a culture of open communication and feedback including a record of behaviour and attitudes consistent with professional standards.
