Infrastructure and Health Support Services (IHSS) are an integral part of Canberra Health Services (CHS), delivering essential facility, infrastructure, and support services that enable Canberra Hospital and community-based health services to operate safely and effectively.
As part of IHSS, the Environmental Cleaning Services (ECS) team is responsible for delivering high-quality cleaning services across Canberra Hospital and community-based facilities. The service is essential in the effective operation of the overall health service by ensuring clean, safe, and welcoming environments that contribute to clinical operations and a positive experience for everyone who uses our facilities.
The Workforce Operations Support Officer provides coordination and administrative support for workforce operations, including support for roster preparation and maintenance, leave coordination, and arranging backfill to support accurate, compliant, and efficient staffing outcomes. The role also provides support in preparing reports, maintaining workforce records, and contributing to workforce planning activities, while identifying and escalating discrepancies and emerging issues.
Key Responsibilities
Specific responsibilities include, but are not limited to, the following.
- Provide high-level administrative and operational support to workforce management activities, including maintaining records, preparing reports, and assisting with staff planning and coordination.
- Prepare and maintain workforce rosters in accordance with operational requirements, Enterprise Agreement provisions, and organisational policies using approved electronic rostering systems and within required timeframes to support payroll processing and workforce reporting.
- Coordinate leave management, backfill arrangements, and routine rostering support for staff, ensuring effective staffing coverage, continuity of service delivery, and escalation of complex workforce matters to senior staff or HR advisory services as required.
- Monitor workforce data, attendance, overtime, and roster variations, providing advice on routine rostering matters, workforce systems, processes, and employment arrangements.
- Support continuous improvement of workforce systems and processes, including assisting with system updates, consultation and rostering updates.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.
Competencies

- Demonstrated capability to provide high-level administrative support, including maintaining workforce records, registers, and preparing reports to support operational activities.
- Demonstrated experience preparing and maintaining workforce rosters, including leave and backfill arrangements, using electronic systems and ensuring compliance with business requirements.
- Demonstrated ability to manage changing priorities and respond to urgent workforce requirements, including coordinating short notice backfill and implementing practical solutions to ensure service continuity in a dynamic environment.
- Demonstrated ability to monitor workforce data (e.g. attendance, overtime, roster variations), identify discrepancies, and escalate issues appropriately.
- Well-developed communication skills with the ability to provide advice and assistance on routine workforce matters and effectively liaise with staff and stakeholders.
- Demonstrated ability to support continuous improvement initiatives, including contributing to system updates, audits, and process enhancements related to workforce operations.

- Prior experience in the use of electronic rostering systems.
- Administrative and computer skills, with the ability to use a variety of computer applications, and work within data bases and records management systems.

- Experience in a similar role preferably in a health care environment.
