Position overview
The Chief Financial Officer Division is led by the Chief Finance Officer (CFO) who reports to the Chief Executive Officer (CEO) of Canberra Health Services. The CFO Division is responsible for the development and maintenance of budgets, financial management, and for providing strong operational finance, procurement, supply chain and performance reporting and decision support analysis across the health service. The sub-units within the CFO branch include the Financial Operations and Support Unit, Revenue and Financial Services, Patient Accounts, Decision Support and Procurement & Supply.
The Senior Director – Revenue and Hospital Financial Services is a leadership and management position that has primary responsibility for managing the functions and leading the Revenue and Hospital Financial Services team.
The Revenue and Hospital Financial Services team provides revenue management support, advice and services including administration of the Private Practice Fund (PPF) schemes, Medical Education Expenses (MEE), Special Purpose Accounts (SPA) and the Interstate Patient Travel Assistance Scheme (IPTAS). The team is also responsible for revenue billing, debt collection, cashier services, receipting, VMO claims audit and superannuation payments.
This role will lead and manage initiatives that will enhance the efficiency, effectiveness, and sustainability of Canberra Health Services, focusing on revenue monitoring, assurance, optimisation, system and process improvement.
Key Responsibilities
Under limited direction of the EBM, Revenue, External Budgets and Finance Process Business Improvements, you will be responsible for:
Team Management:
- Lead team in delivering services including administration of the Private Practice Fund (PPF) schemes, Medical Education Expenses (MEE), Special Purpose Accounts (SPA) and the Interstate Patient Travel Assistance Scheme (IPTAS).
- Lead team in delivering accounts receivable and accounts payable functions including billing, debt collection, cashier services, receipting, VMO claims audits and superannuation payments.
- Provide leadership giving direction and performance support through skills and knowledge development and promote a commitment to high quality customer service principles, practices and attributes.
Business Partnering:
- Develop and maintain strategic relationships with key stakeholders to ensure contractual compliance.
- Advocate, lead and facilitate high level consultation, negotiation and liaison with a diverse range of stakeholders, including Health professionals, consumers and non-government organisations.
- Lead partnering with finance and operational leaders to support financial planning, budgeting, forecasting, and reporting.
- Lead variance analysis and performance reviews, providing meaningful insights into revenue drivers, trends, and improvement opportunities.
- Lead and manage revenue accounting activities ensuring timely recognition and reconciliation of all revenue-related transactions.
- Manage calculations of doctor bonuses and facility fees, ensuring transparency, accuracy, and alignment with contractual and policy requirements.
Revenue Optimisation and Reporting:
- Lead initiatives to improve billing, coding, and claiming processes to maximise Commonwealth and private health funding.
- Manage monitoring dashboards and BI reports to track revenue and progress against optimisation targets and analyse activity-based funding (ABF) and other revenue streams to identify improvement opportunities.
- Partner with clinical divisions and Patient Accounts to improve data quality and compliance with Medicare and private health fund requirements.
Business Improvement:
- Manage business improvement projects that streamline workflows, reduce duplication, and enhance service delivery.
- Drive improvements to accrual accounting practices for revenue and support change management across CHS, including staff training, communication, and stakeholder engagement.
- Support CHS in readiness and preparation activities related to the WhOG ERP Programme, including representation in ACT Government enterprise system programme forums, ensuring CHS requirements are understood and integrated.

Qualifications
Specific responsibilities include, but are not limited to, the following.
Essential
- Certified Practicing Accountant, Chartered Accountant member or equivalent.
- Relevant tertiary qualifications in Business, Finance, Health Administration, or related field.
Desirable
- 5+ years of public accounting and/or private industry experience with knowledge of accounting and finance areas.
- Relevant operational experience in a hospital or health care setting.
Experience
Specific responsibilities include, but are not limited to, the following.
Essential
- Demonstrated experience with financial reporting, budgeting and forecasting.
- Demonstrated experience in system and business process improvements.
Desirable
- Knowledge of health revenue and funding models (e.g., ABF, Medicare, private health insurance).

- Demonstrated experience with the implementation of business improvement projects on time and within scope.
