Position overview
The Organisational Development (OD) unit is a specialist team within People and Culture responsible for an organisational level strategic approach to empowering people, elevating performance and leading the workforce at CHS.
The OD unit brings a strong focus on CHS values of reliable, progressive, respectful and kind to all their work, which includes but is not limited to:
- Building strategic partnerships across the organisation to elevate engagement with organisational development and wellbeing approaches.
- Lead the development of managers and leaders through education programs e.g. Management Fundamentals, LeadWell, and individual, group and team coaching.
- Providing an internal consultancy service for managers and leaders to enable team culture development e.g. education, development and coaching.
- Managing and leading organisational programs including Diversity and Inclusion, Organisational Wellbeing, Awards and Recognition.
- Manage and coordinate the whole of organisation workplace culture survey.
- Supporting and promoting contemporary humanistic change management principles.
Key Responsibilities
Specific responsibilities include, but are not limited to, the following.
- Lead the development of leadership capability across the organisation by driving system-wide design and implementational of a leadership and management strategy, as a key driver of organisational wellbeing.
- Lead, develop and implement system-wide strategies to strengthen employee engagement and productivity and drive meaningful organisational improvement through partnership and collaboration across the various organisational divisions.
- Continue to embed the performance management framework and integrated system, including fostering a culture of feedback.
- Lead and embed the organisational wellbeing strategy, diversity and inclusion agenda, oversee design and delivery of workplace survey, and drive a strategic awards and recognition programs to celebrate and strengthen culture.
- Provide leadership of a team driving and managing organisational programs and leadership capability through clear direction and advocacy.
- Provide high level advice and briefs on organisational leadership and wellbeing to Executive Directors, CEO and Ministers.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the section and the organisation.
Competencies
Specific competencies include, but are not limited to, the following.
- Deep knowledge and experience of contemporary leadership development approaches and organisational change strategies, applying strategic decision making to support cultural transformation and sustaining performance improvement.
- Demonstrates strong leadership grounded in high emotional intelligence and self‑awareness, with the ability to build collaborative relationships and apply effective coaching and mentoring practices to support the development of internal clients and team members.
- Demonstrates adaptability and flexibility responding to changing demands, providing responsive services, whilst receiving feedback to refine approaches and strengthen relationships.
- Strong commitment to maintaining confidentiality and exercising sound judgement when handling sensitive information.
- Shows high levels of organisation and attention to detail, with the confidence to identify opportunities for improvement and suggest practical enhancements.
- Communicates persuasively, thinks proactively and operates effectively both independently and in collaborative team environments.
Qualifications
Specific responsibilities include, but are not limited to, the following.
Essential
- Tertiary qualifications in a relevant field, such as HR or psychology, or equivalent experience, with demonstrated engagement in contemporary organisational development or leadership practice.
Desirable
- Formal recognised coaching qualification and member of appropriate association.
- Accredited psychometric assessment.
- Hold a current driver’s licence.
- Have an understanding of how the National Safety and Quality Health Service (NSQHS) indicators align with this role.
Experience
Specific responsibilities include, but are not limited to, the following.
Essential
- Prior experience in a similar leadership role, providing strategic leadership and advice on organisational development, leadership and wellbeing programs.
Desirable
- Knowledge of and experience working in the healthcare environment.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

- Sound track record of achievement in driving sustained cultural and organisational change, including, ability to give sound advice, both strategic and tactical, to the Minister, senior executive and other staff.
- High level of demonstrated leadership capability to achieve desired organisational outcomes.
- Excellent team management, communication, relationship building and influence skills.
- Demonstrates understanding of, and adherence to, safety and quality standards, Work Health and Safety and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
