The Decision Support Unit (DSU) is led by an Executive Group Manager reporting to the Chief Finance Officer within Canberra Health Services (CHS).

The DSU’s role includes:

  • Promoting accountability to achieve strategic goals and building organisational capability to align Activity Based Funding (ABF) and Operational Planning.
  • provision of ICT Services for CHS.
  • provision of data quality.
  • provision of Health Information Services.
  • provision of decision support services to enable operational and non-operational planning and quality reporting.

Health Information Services (HIS) supports a wide network of tertiary health services such as The Canberra Hospital, University of Canberra Hospital, North Canberra Hospital, Mental Health, Justice Health, Alcohol and Drug Services, Walk in Centres, Community Health Centres and specialist outpatient services. HIS provides a range of functions including scanning, health record management, release of information, patient identifier maintenance, chart correction, health record forms design and managing access to personal health information to facilitate patient care follow-up, quality improvement, education and hospital management purposes.

This HIS Data and Reporting Manager is responsible for the provision of morbidity data and clinical records for research projects, audits and quality assurance activities. The position is involved in the Junior Medical Officer (JMO) Orientation program and will also liaise closely with the Australian National University Medical School in the training of medical students. The position will also assist with ADT corrections and education.

Key Responsibilities

Under limited direction of the Clinical Coding Manager, you will:

  1. Coordinate the provision of morbidity data and clinical record access for research and quality purposes for Canberra Health Services staff and students (including medical, nursing, and allied health students) and any approved external research requestors. Liaise with relevant research bodies and ethics committees to confirm appropriate authorisation has been obtained and ensure that legislative requirements and patient privacy and confidentiality is maintained.
  2. Evaluate requests for data and clinical record access, and perform data extraction where required, for Clinical Audits, Research Projects, Clinical Trials, Clinical Review Committee, Clinical Privileges Committee, Morbidity & Mortality committees, and the Quality & Safety Unit. Facilitate the provision of on-line access to clinical records, as well as hard copy records (if applicable), ensuring security, policies and procedures are adhered to for research requests.
  3. Maintain a register of research requests received and statistics on the number and type of requests received and actioned.
  4. In conjunction with Coding Manager and Clinical Documentation Specialist, assist with the orientation and training of health professionals including Junior and Senior Medical Officers, and Medical Students, in relation to research, discharge summary completion and general clinical record documentation requirements and standards and provide in-service education sessions to a variety of health professionals as required.
  5. Act as escalation point for DHR build logic and technical issues for ADT issues and participate in system development and testing as required.
  6. Represent Health Information Services on relevant committees and working parties as required.
  7. Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

Health Professional Officer Level 3

  • Tertiary qualifications or equivalent in Health Information Management (or equivalent) or eligibility for full membership of the Health Information Management Association of Australia.

Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

What you Require (Key Selection Criteria)

  1. Extensive experience in health record management in a teaching hospital setting with proven knowledge of clinical record procedures, workflow and policies pertaining to clinical record retention, privacy, confidentiality and access, and clinical coding.
  2. A sound understanding of ACT and National legislation in relation to privacy requirements, associated with access to health information/release of information for clinical research and the management/quality of the health service.
  3. Demonstrated advanced computing and report writing skills including previous experience using computerised patient administration systems (PAS), electronic medical records, and Microsoft Office suite.
  4. Demonstrated strong verbal and written communication, interpersonal and liaison skills with an ability to relate to a range of health and other professionals, as well as analytical and presentation skills.
  5. Demonstrates understanding of, and adherence to, safety and quality standards, work, health and safety (WH&S) and the positive patient experience. Displays behavior consistent with CHS’s values of reliable, progressive, respectful, and kind.
