Position overview

The Financial Management Unit within the Chief Financial Officer division delivers high-quality, consistent financial and business management support to the Divisions of Canberra Health Services, working closely with key stakeholders. The Unit is responsible for developing and managing budgets and plays a critical role in monitoring and enhancing performance against agreed indicators and targets.

Finance Business Partners deliver a comprehensive suite of financial support services, including budget planning and oversight, divisional financial reporting, operational activity analysis, forecasting, cost assessments, and reviews of fees and charges. They also prepare business cases, manage re-profiling and rollover requests, and coordinate ad hoc statutory reporting for external stakeholders. In addition, they provide tailored financial advice and strategic support to the various business divisions within the Canberra Health Services Directorate.

As the primary point of contact for financial and business matters within their assigned divisions, Finance Business Partners are expected to be responsive to shifting priorities and adaptable in engaging with a diverse range of stakeholder groups.

Key Responsibilities

Specific responsibilities include, but are not limited to, the following.

  1. Support budget integrity by assisting Divisions and business units in developing expenditure and revenue budgets and forecasts. Provide monthly financial performance reports with timely and insightful variance analysis, recommendations, and corrective actions where required. Identify and escalate financial risks and opportunities. This includes, but is not limited to, special purpose funding financial management related to projects and associated research activities.
  2. Monitor key activities and outcomes across clinical, management, human resources, and financial domains by analysing significant variances against targets, forecasts, performance objectives, benchmarks, and operational plans.
  3. Understand clinical activity drivers that influence cost and revenue, to enhance the quality of variance commentary and improve the accuracy of budgets and forecasts.
  4. Prepare costings for external business cases and internal restructures and respond to both internal and external financial reporting queries.
  5. Coordinate re-profiling and rollover requests and manage ad hoc statutory reporting requirements for external stakeholders.
  6. Review fees and charges and facilitate the collection of relevant information from Divisions to support appropriate adjustments.
  7. Contribute to the implementation and maintenance of reliable financial, clinical costing, and statistical reporting systems to ensure accurate data capture and reporting.
  8. Drive continuous improvement by developing and refining financial processes, policies, and procedures that support effective business management, and actively contribute to organisational change initiatives.
  9. Demonstrate strong planning and prioritisation skills to deliver high-quality work within tight deadlines, maintaining accuracy and attention to detail.
  10. Undertake other duties appropriate to the classification level that support the effective operation of the organisation.

Qualifications

Specific responsibilities include, but are not limited to, the following.

Essential

  • Tertiary qualifications in accounting, finance, or a related discipline.
  • Proficiency in Microsoft Office applications, with strong working knowledge of TM1 and Power BI.

Desirable

  • Membership or active progress toward professional accreditation with a recognised Australian accounting body such as CPA Australia or Chartered Accountants is highly desirable.

Experience

Specific responsibilities include, but are not limited to, the following.

Essential

  • A minimum of five years’ experience in public accounting and/or private industry, with demonstrated expertise across key accounting and finance functions.

Desirable

  • At least one year of professional experience in a hospital or healthcare environment is required.
