Position overview

The Chief Financial Officer Division is led by the Chief Finance Officer (CFO) who reports to the Chief Executive Officer (CEO) of Canberra Health Services. The CFO Division is responsible for the development and maintenance of budgets, financial management, and for providing strong operational finance, procurement, supply chain and performance reporting and decision support analysis across the health service. The sub-units within the CFO branch include the Financial Operations and Support Unit, Revenue and Financial Services, Patient Accounts, Decision Support and Procurement & Supply.

The Director – Revenue Business Partnering will lead and contribute to initiatives that enhance the efficiency, effectiveness, and sustainability of Canberra Health Services. The role will focus on revenue monitoring, assurance, optimisation, system and process improvement, and be a key linkage with the whole-of-government enterprise system programme work, ensuring CHS can maximise funding, reduce and minimise revenue leakage, and align with ACT Government enterprise system reform.

Key Responsibilities

Under limited direction of the Senior Director, Revenue and Hospital Financial Services, you will be responsible for:

  • Business Partnering
    • Partner with finance and operational leaders to support financial planning, budgeting, forecasting, and reporting, ensuring revenue streams are well understood and accurately reflected in business plans.
    • Lead variance analysis and performance reviews, providing meaningful insights into revenue drivers, trends, and improvement opportunities.
    • Take ownership of revenue accounting activities, overseeing the interface journals and data flows from the PBRC system, ensuring the accuracy, completeness, and timely recognition and reconciliation of all revenue-related transactions.
    • Manage and validate calculations of doctor bonuses and facility fees, ensuring transparency, accuracy, and alignment with contractual and policy requirements.
    • Drive improvement to accrual accounting practices for revenue.
  • Revenue Optimisation:
    • Lead initiatives to improve billing, coding, and claiming processes to maximise Commonwealth and private health funding.
    • Analyse activity-based funding (ABF) and other revenue streams to identify improvement opportunities.
    • Develop monitoring dashboards and BI reports to track revenue and progress against optimisation targets.
    • Partner with clinical divisions and Patient Accounts to improve data quality and compliance with Medicare and private health fund requirements.
  • Business Improvement:
    • Design and implement business improvement projects that streamline workflows, reduce duplication, and enhance service delivery.
    • Support change management across CHS, including staff training, communication, and stakeholder engagement.
    • Monitor, evaluate, and report on improvement initiatives, ensuring benefits realisation.
  • Whole of Government Enterprise Resource Planning (WhOG ERP):
    • Support CHS in readiness and preparation activities related to the WhOG ERP Programme, including through representation in ACT Government enterprise system programme forums, ensuring CHS requirements are understood and integrated.
    • Support CHS in system design, testing, training, and implementation activities.
    • Identify risks and opportunities arising from whole-of-government digital transformation.

Qualifications

Specific responsibilities include, but are not limited to, the following.

Essential

  • Certified Practicing Accountant, Chartered Accountant, CAANZ member or equivalent.
  • Relevant tertiary qualifications in Business, Finance, Health Administration, or related field.

Desirable

  • Formal qualifications in project management (e.g., PRINCE2, Agile) or business improvement methodologies (Lean, Six Sigma).

Experience

Specific responsibilities include but are not limited to the following.

Essential

  • Demonstrated experience with financial reporting, budgeting and forecasting.
  • Demonstrated experience in system and business process improvements.

Desirable

  • Knowledge of health funding models (e.g., ABF, Medicare, private health insurance).
  • Familiarity with ACT Government enterprise systems and digital transformation programmes.
